A Resolution of the City Commission of the City of Bozeman, Montana, Revising the Fee Schedule for Miscellaneous Services Provided to the Public by the City’s Water and Sewer Operations Division, as allowed by Section 7-7-4404, Montana Code Annotated (MCA), and Section 13.12.070, Bozeman Municipal Code MEETING DATE: September 10, 2007 BACKGROUND: The City Water and Sewer Operations Division perform a variety of services to developers and builders that historically have been done for no fee for personnel, equipment or water costs. Due to the rapid growth of the community, the division is finding a need for additional personnel and equipment to perform these services. In addition, the water used for filling water mains for disinfection and testing is water that has been treated at the Plant, and the cost of the water should be recovered. On May 15, 2006, Commission Resolution No. 3913 was adopted to establish the fee schedule for miscellaneous services provided to the public by the City’s water and sewer operations, with the fee schedule going into effect on July 1, 2006. The fee schedule established a fee of $2.60/1000 gallons of water used during filling lines for disinfection, flushing water lines to replace water to city chlorine residual levels, and for fire hydrant flowing. This was the bulk rate fee at that time. The bulk rate fee is revised each time water rates are revised. The current bulk rate is now $3.05/1000 gallons. Rather than amend the service fee schedule annually, the subject Resolution establishes the water used rate at the “current bulk rate”. 30 Commission Memorandum Resolution No. 4065 September 10, 2007 Page 2 RECOMMENDATION: The City Commission adopt Resolution No. 4065 to revise the fee schedule for miscellaneous services provided to the public by the City’s water and sewer operations division, as allowed by Section 7-7-4404, MCA and Section 13.12.070, Bozeman Municipal Code, with the fee schedule effective on September 17, 2007. FISCAL EFFECTS: Revenue received for this service is dependant on the amount and type of development occurring within the City limits. In FY07, the Water and Sewer Operations Division was reimbursed a little over $43,500 for these services and expect FY08 revenue to be similar. ALTERNATIVES: As suggested by the City Commission. WHEREAS, the City of Bozeman furnishes certain water services to facilitate acceptance of new water mains, water and sewer services, fire hydrant flushing, and fire service lines; and WHEREAS, the City of Bozeman is authorized to collect fees for services provided based on the provisions of Section 7-7-4404, MCA; and WHEREAS, Section 13.12.070, Bozeman Municipal Code, authorizes charges for water services; and WHEREAS, Commission Resolution No. 3913 was adopted on May 15, 2006 to establish the fee schedule for miscellaneous services provided to the public by the City’s water and sewer operations, with said fee schedule going into effect on July 1, 2006; and WHEREAS, a specific fee was established in Resolution No. 3913 for water used; however, this fee changes annually when other water use fees are amended; and WHEREAS, to eliminate the need to update this subject fee schedule annually to reflect the current water used fee for miscellaneous services provided to the public by the City’s water and sewer operations division, the subject fee schedule should be amended to eliminate a specific dollar amount for that fee. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana: Section 1 The fee schedule for services provided by City of Bozeman Water and Sewer Operations Division personnel to facilitate acceptance of new water mains, water and sewer services, fire Commission Resolution No. 4065 1 32 hydrant flushing, fire service lines, and for the amount of water used shall be as follows: Equipment and Service Provided Personnel Costs Water Costs Operate Supply Valves to: - Fill lines for disinfection - Flush lines to replace water to city chlorine residual - Supply water for Bac-T test - Inspect interior connections of fire lines - Facilitate water main shut downs for maintenance Minimum of $50.00 for each visit, one hour maximum. $25.00 for each one-half hour thereafter (service requires one person). $2.60 Current bulk rate/1000 gallons. Total volume of gallons used shall be based upon 250% of total pipe volume (example: the charge for a pipe with 8000 gallons total volume would be 2.50 X 8000 X 2.60 the current bulk rate divided by 1000 = $52.00 $XX). Volume to be determined by developer’s engineer, and shall be provided to the City Water Dept. Liquid or gas chlorination will add an additional 100 % to the total volume calculated. - Inspect water service installation - Inspect sewer service installation (outside property) Minimum of $100.00 for each visit, one hour maximum. $50.00 for each one-half hour thereafter (service requires two people). Fire Hydrant Flowing Minimum of $100.00 for each visit, one hour maximum. $50.00 for each one-half hour thereafter (service requires two people). $2.60 Current Bulk Rate/1000 gallons. Quantity is determined by City Water Division using computation table involving pressure, orifice size, and time of flow. Section 2 This fee schedule shall be in full force and effect on September 17, 2007.
