Kukulski, City Manager SUBJECT: IDB/TIF (Downtown Bozeman Improvement District Board) MEETING DATE: September 10, 2007 RECOMMENDATIONS: Mayor Krauss make up to two appointments to fill one voting vacancy and one non-voting vacancy with the consent of the Commission. BACKGROUND: The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban Renewal Plan, which was adopted by the Commission under Ordinance No. 1409, on November 20, 1995. This Board is administrative. The Board is currently comprised of five voting members who shall have a demonstrated interest in downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with the advice and consent of the City Commission. In accordance with Section 7-15-4234, M.C.A., members shall serve staggered four-year terms. The voting members shall be residents of the city, and a majority of the voting members shall not hold any other public office under the municipality. In addition to the voting members, the Board shall also be composed of up to two non-voting members, also with staggered four-year terms. Non-voting members must also possess a demonstrated interest in downtown Bozeman and may represent a specified list of organizations which include, but are not limited to, the Parking Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown Bozeman Association. Non-voting members need not be city residents. Commissioners On behalf of the downtown I DB TI F Board I would like to submit the following comments regarding the appointment of IDB TIF Board members First it is imperative that the Commission appoint one voting and one non voting member as soon as possible The board is fairly small and therefore long standing vacancies impair the group s ability to function at its highest ability Second regarding the applicants being considered for appointment the board would like to offer our recommendations We feel that Peter Bertelsen is the strongest applicant based on his professional background Mr Bertelsen is currently employed by Prospera Business Network formerly the Gallatin Development Corporation As you may recall the 1995 Urban Renewal Plan recommends that the board include representatives from a select group of business interests one being the GDC now Prospera Doug Fletcher is also well qualified as a commercial property owner in the South Wallace area of the TIF district which represents the district s greatest redevelopment potential Mr Fletcher has considerable board of directors experience including a term as chairperson of the Big Brothers Big Sisters Board Please take our comments and recommendations into consideration as you prepare to make the IDB TIF Board appointments currently scheduled to come before you at the City Commission meeting on
