SUBJECT: Award of Alternate 1 & Alternate 2 Bids for Construction of the Bozeman
Intermodal Facility.
MEETING DATE: August 20, 2007
BACKGROUND: The City has advertised for and received bids on the Bozeman Intermodal
Facility, in accordance with federal Disadvantaged Business Enterprise, Civil Rights and Davis
Bacon Wage requirements. Martel Construction is the Construction Manager (general
contractor) for the project. On July 16, 2007 the Commission awarded the bids for the Base
Intermodal Facility.
The Alternate bids relate to adding an additional 100+ spaces to the base structure and an
elevator and masonry work for future phases.
Bid Tabulation Sheets are on file in the City Clerkâs office. The Bid Summary Sheet identifies
the low bidder for each bid package.

The City has two options to fund these costs, which total $1,297,710. First, the City and the
Parking Commission have been pursuing the sale of the retail condominiums (approximately
10,000 square feet of retail space). We have a standing, open Request for Proposals and have
received an offer that would cover 98% of the total costs of the Alternates. The Proposal
Selection Committee has made a counter-offer that would cover all of the Alternate costs and is
awaiting response from the potential buyer.
Second, our financial advisor, DA Davidson, has determined that the TIF could support a
subordinate loan, payable from revenues not dedicated to the Base Bid debt, in the event the
retail space was not sold in time to pay the construction costs of the Alternates. The subordinate
loan could then be retired when the retail space was sold.
RECOMMENDATION: Award the Alternate #1 and #2 Bids for construction of the
Bozeman Intermodal Facility to Martel Construction in the amounts listed on the June 11, 2007
Bid Day Summary Sheet.
FISCAL EFFECTS: $1,297,710 will be spent to construct the additional level of parking
for the Intermodal Parking Facility project. Full funding of the Alternates will come from the
either the sale of the retail space or a subordinate loan on the Downtown TIF.
ALTERNATIVES: As suggested by the City Commission.
