0:02:15—Item#4—TOP Committee Report-Sandy Dodge:
• at this point, everything mentioned on the ballot has been covered
o stream enhancement, park expansion, open space,trails, sports complex
o $800,000 left in bond funds
• committee is meeting next Thursday to determine whether the committee should stick around to
deal with leftover money, or leave it for overages on already approved projects
• the Sports Complex application was approved on April 7 at the City commission meeting
o TOP committee recommended $7.5 million
o committee was concerned about allocating so much money for infrastructure, and that
managed to get reduced by the applicants

• Southbridge
0 one of the splintered remains of the bankrupt Meadow Creek
o proposing park cash-in-lieu combination for their South phase
o proposing cash-in-lieu for the interim park
o we never liked the design concept of the interim park but felt it was a necessary
placeholder until the Miller Park issue was resolved.As such, we think that cash-in-lieu is
probably a better value for the city than developing this ill-conceived park
o we are generally supportive of the applicant's proposal of parkland and cash-in-lieu, but we
think there is a need for continuing the discussion regarding what will constitute their
neighborhood center and how to handle the lack of street frontage for the parkland that
will be dedicated
o the appraisal for cash-in-lieu has come in at$35,000 per acre. For the southern parkland
the dedication requirement less the parkland provided is 1.41 acres,yielding$49,521.The
1.42 acre Interim Park cash-in-lieu would produce$49,861
• Media Station
o the Rainbow Signs building on Mendenhall at 8th Ave.
o replacing an existing home with a 2-unit apartment
-no street frontage restrictions on linear parks
o requesting cash-in-lieu, an appraisal has been done and the resulting amount is$1,045
• Peach and Black residences
o the applicant is proposing to renovate an existing dwelling, replace a non-conforming
garage, and build two appropriately scaled single-family units on the<16,000 sq.ft. lot
o this will generate a .06 acre dedication requirement.The applicant is requesting cash-in-
lieu. An appraisal has been done and the requisite amount has been determined to be
$2,090.88
• Partridge Downs
o 30-unit infill project on Durston and Hanson,just east of Valley Unit

o very close to Valley Unit Park and Oak Springs Park
o at pre-application,the committee recommended cash-in-lieu
o no appraisal has been done yet, estimated to be$30,000
o with several neighborhood parks in the area, such a small dedication requirement(0.9
acres) and no attractive features within the project to justify a small park,we do not see a
reasonable alternative
• Koch Street Apartments
o this is an infill project north of the University, adding a tri-plex to a 5.1 acre lot with an
existing 4-plex.Applying the 12 unit per acre density cap they cannot be charged for more
than 6.12 unites. Subtracting the 4 existing units the addition would generate .0636 acres
of dedication requirement
o applicant has requested cash-in-lieu, estimated at$2,200
o we recommend accepting cash-in-lieu
• Twenty Seven North
o this is a high-density commercial/residential development located north of Costco and east
of school district property were the bus barn is located
o the parcel is zoned commercial, but the residential component is allowable
0 270 dwelling units are planned on this 9.5 acre parcel.The density cap limits the parkland
requirement to 3.42 acres
o there is no accommodation in the plans for parkland
o given the impact 270 families will have on the limited parkland in the area,we see offsite
dedication as the best option.There is undeveloped land bordering nearby Cattail Lake
Park,for example, which would be appropriate
o much attention should be paid to trails, creating a walkable neighborhood
o we would be in favor of the creation of a plaza-type urban park with planters, benches, and
tables, where people could walk, sit, have lunch,congregate, etc.
• Norton West
o when we last looked at this,there were questions about their dedication which looked
questionable. Planning has worked that out to their satisfaction and their requirement has
been met.Their plans to develop the area around the wetlands have been vetoed by the
Wetlands Board
o they will dedicate the Neighborhood Center and complete the park at this time
o there is a buffer park between the proposed "Street A" and the conservation easement to
their west.We recommend that a 10' north-south trail with meander be put in
o an east-west open space corridor is proposed throughout this phase.We recommend that
it be developed for bike/pedestrian access to the park across Laurel Glen Parkway
• Four Points
o this is a large,442 unit, development located directly east of Chief Joseph Middle School
o at the request of the school district,the 5.4 acre park is to be located directly across the
street from the school
o this park is to be developed in Phase 1
o the park has 100%street frontage
o trails along the watercourse will connect to the Baxter Meadows Trail, continuing on to the
Regional Park
o a community center is to be developed in the center of the subdivision
o there is considerable open space in the Northwest corner of the project where there will be
trails, and a pond may be developed

0:39:54—Item#6—Committee Reports: Park Master Plan Update- Director Overton:
• met on March 25
• request for an amendment to Cooper Park Master Plan
-citizen wants to add a gazebo to the park, goes against Cooper's current master plan, plan would
have to be amended
• Bozeman Ponds Expansion Project
-Dick Pohl is on committee
-did Bogert, Lindley, Cooper, etc.community park master plans back in 1992
-finishing on closing on the property
-committee meets with stakeholders in the project
-upcoming public meeting to be planned, open public comments can be made on project
• Story Mill Park Project
-going to be working with the Parks& Rec board to narrow down the master plan concept
-need to try to stay within the original vision and ideas during the initial park proposal
-Parks and Rec board will present final plan to the City commission

• Superintendent White got some mock-ups, prices from Signs of Montana for the signs that will
state who has adopted the park
• April 26 is Bozeman Clean Up Day, can show off the sign ideas, garner interest
• Boardmember Dodge: he posted their information blurb on his InfoBozeman.com website

• getting the parks gear ready for spring
-new frog fountain to be installed soon at Beall Park
• finishing some of last year's park improvement grants
• four new improvement grant applications this year
• some extra money left over from last year's grant fund may need to be allocated for pool
improvements
• getting very busy with park reservations and requests for field space for multiple sports

• have done the first round of budget cuts
-2015 will be a very tight year for the general fund
• hiring "expo"was held on April 5
-the entire department needed 28 individuals to be hired

o still talking with the county and the YMCA

o Bogert's boiler has been removed, being replaced
o if Bogert's drain isn't replaced,the board of health will not allow it to open
• working on user group agreements with fitness providers to use city parks for their programs

• the City is hemorrhaging money on mistakes of the past, must be careful how money is spent
especially this year
• may hit the maximum tax levy on citizens this year
• would like to get the aquatics center behind us, it's on his agenda
