REPORT TO: Honorable Mayor and City Commission

SUBJECT: Library Board of Trustees Reappointment
MEETING DATE: July 23, 2007
RECOMMENDATION: Mayor Krauss makes a reappointment, with the advice and consent of
the Commission, to fill up to one Library Board of Trustees vacancy for a term that expired on
June 30, 2007.
BACKGROUND: The Library Board of Trustees is created under Section 22-1-308 of the
Montana Code Annotated and Section 2.56.010 of the Bozeman Municipal Code. Under Section
2.56.010 of the BMC, the Board of Trustees of the Public Library shall be composed of five
persons and shall be appointed by the Mayor, with the advice and consent of the Commission,
and shall serve without pay. The trustees shall hold their office for the term of five years, and one
trustee shall be appointed annually at the beginning of each fiscal year (July 1) for the term of
five years, and until his/her successor is appointed and qualifies. Trustees shall serve no more
than two full terms in succession.
They shall have power to select librarians and other employees as they may determine and fix the
amount of any bond which they may require to be given by the librarian and other employees.
They shall have power to receive books from all sources for the use and benefit of the library and
to purchase books therefore with any money available for that purpose and power to prescribe all
rules and regulations for the use of books and the preservation of the same. The board shall keep
a record of its transactions and shall make a report to the City Commission at the close of each
calendar year, covering the business transacted by it during the year (Ord. 1163, 1984; Ord. 1094
S 1, 1982; prior code S 2.08.200).
No residency requirements are contained in either the MCA or the BMC. Under state statutes,
this Board is administrative.

Thank you for letting me know that my term was about to expire and for following up with the
information to reapply I would be honored to continue to serve on the Library Board As you
know it has been a very exciting time to be involved and having the new Library to enjoy is
too much to pass up
The only updated information you may want to include with my application to have my Library
Board term renewed is the fact that I have now served as a Trustee with the Library for 7
years I love working with the City the Library Board and of course with Alice and our Library
staff I am looking forward to helping the Library patrons enjoy our wonderful new facility
and to continuing our work to improve the resources available for them to use while there

You were chosen as a replacement for Tutti Skaar and started in December 1998 then you were appointed to
your first five year term in July 2002 which just expired So the good news for us is that you can be appointed
for a second five year term According to MCA 22 1 308 Trustees shall serve no more than two full terms in
succession which means that you have only served one full term as the first one was a partial term Iwill copy
Cynthia on this so that she knows as well Ihope you want to stay on as you have been invaluable Best Alice
