SUBJECT: IDB/TIF (Downtown Bozeman Improvement District Board)
MEETING DATE: July 16, 2007
RECOMMENDATIONS:
1. The Downtown Bozeman Improvement District Board recommends reducing the number
of IDB/TIF members to five voting members and two non-voting members.
2. Make up to three (re)appointments to fill two voting vacancies and one non-voting
vacancy.
BACKGROUND: The Downtown Bozeman Improvement District Board recommends
reducing the number of members to a total of seven (five voting, two non-voting) in order to
ensure that a voting quorum will be present and that this Board can operate more efficiently and
effectively. In addition, this will ensure that non-voting vacancies do not remain open
indefinitely since they are difficult to recruit for and fill. Through the Urban Renewal Plan, this
Board is given the authority to determine the number of non-voting members it desires, up to
seven.
The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban
Renewal Plan, which was adopted by the Commission under Ordinance No. 1409, on November
20, 1995. This Board is administrative. The Board is currently comprised of five voting
members who shall have a demonstrated interest in downtown Bozeman, and four non-voting
members. The Mayor shall appoint the members, with the advice and consent of the City
Commission. In accordance with Section 7-15-4234, M.C.A., members shall serve staggered
four-year terms.
The voting members shall be residents of the city, and a majority of the voting members shall not
hold any other public office under the municipality. In addition to the voting members, the
Board shall also be composed of up to seven non-voting members, also with staggered four-year
terms.
Non-voting members must also possess a demonstrated interest in downtown Bozeman and may
represent a specified list of organizations which include, but are not limited to, the Parking

Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development
Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown
Bozeman Association. Non-voting members need not be city residents.
The IDB/TIF currently has three vacancies and three applicants:

than two weeks I would like to know via email whether you want to be re appointed for a new term
or whether you don t want to continue serving on this board

your affirmative email response expressing your desire to serve another term to the City
Commission for consideration at an upcoming City Commission meeting If you have any updated
information or new qualifications you would like the Commissioners to be aware of please
