PHASING NARRATIVE
Introduction
The proposed Flanders Mill Subdivision will be constructed in seven phases. Infrastructure
phasing is planned to allow each lot in each phase to have water and sewer service, adequate
stormwater facilities, and sufficient means of ingress/egress. Partially built streets will be provided
with temporary dead end barricades as required. Improvements to be completed with each phase
are as described below:
Prior to beginning construction of PH-1, it is anticipated that Ferguson Street will be completed
from Oak Street to Baxter Lane, including installation of water main. It is also anticipated that the
developers of the soccer complex to the west will relocate the Flanders Mill ditch, allowing
Flanders Mill Road to be moved west and constructed in the standard location. Because of the
conflict with this existing ditch, construction of the east half of Flanders Mill Road will occur in
PH-7, giving the developers of the soccer complex time to complete the ditch relocation.
PH-1
Streets – Sunstone Drive (east portion), Moonstone Drive, Windrow Drive to the intersection of
Annie Street and Annie Street to the intersection of Windrow Drive.
Water – Water mains will be installed in all streets, tying into the existing Ferguson water main at
Annie, Moonstone, and Sunstone.
Sewer – Sanitary sewer will run west on Annie, Moonstone, and Sunstone; north on Windrow; and
will tie into the existing trunk main in Annie Street.
Storm – Runoff will be conveyed into a temporary detention pond north of Annie Street.
PH-2
Streets – Tanzanite Street to Windrow Drive, Renova Lane, remainder of Windrow Drive, and
alleys.
Water – Water mains will be installed in all streets (not including alleys), tying into the existing
Ferguson water main at Tanzanite and Renova and tying into the PH-1 water main in Annie Street.
Sewer – Sanitary sewer will run north on Windrow, then turn east and tie in to the existing trunk
main in Renova. Lots north of Renova will be serviced by sanitary sewer running north up
Windrow, then east on Tanzanite to tie into the existing sanitary sewer stub.
Storm – The temporary PH-1 retention pond will be removed. Storm sewer main will be installed
in Windrow Drive and Tanzanite Drive, conveying runoff to Pond B.
PH-3
Streets – Tanzanite Street and Annie Street will be completed, as well as Sunstone Drive (west
portion) and Auger Lane.
Water – Water mains will be installed in all streets and looped in Flanders Mill Road between
Annie Street and Sunstone Drive. Water mains will tie into the PH-1 and PH-2 stubs.
Sewer – On branch of sanitary sewer will run north on Auger Lane and tie into the existing trunk
main in Annie Street. Another branch will run north on Auger Lane, then east on Tanzanite to tie
into the PH-2 stub on Tanzanite.
Storm – Runoff from the new streets will flow overland to the PH-2 inlets in Tanzanite Drive.
PH-4
Streets – Ryun Sun Way to the intersection with Harvest Parkway. Harvest Parkway, Lazy Lane,
and Oak Street to their respective intersections with Ryun Sun Way.
Water – Water mains will be installed in all streets, tying into the Ferguson water main at Harvest
Parkway, Lazy Lane, and Oak Street.
Sewer – Sanitary sewer mains will be installed running north up Ryun Sun Way, north on Riata
Road, then east on Baxter Lane to tie into the existing sanitary sewer manhole at the intersection of
Baxter Lane and Ferguson Avenue. This sanitary sewer main will also service the PH-5 lots.
Storm – A temporary retention pond will be installed north of Harvest Parkway.
PH-5
Streets – Ryun Sun Way to the intersection with Riata Road, Riata Road, Sickle Court. The south
side of Baxter Lane will be built out.
Water – Water mains will be installed in Ryun Sun Way, Riata Road, and Sickle Court, tying into
the existing water main in Baxter Lane and the PH-4 stub in Ryun Sun Way.
Sewer – Sanitary sewer mains will be installed in Sickle Court, tying into the PH-4 sewer main in
Ryun Sun Way.
Storm – Storm sewer inlets will be installed in Ryun Sun Way and Baxter Lane, conveying runoff
to detention ponds #3 and #4.
PH-6
Streets – Ryun Sun Way to the intersection with Harvest Parkway, Windrow Drive, Forage Drive,
the remainder of Harvest Parkway and the north half of Broken Spur Drive. If the Flanders Mill
Ditch has been relocated, Flanders Mill Road will be constructed from Baxter Lane to Harvest
Parkway; otherwise, construction of Flanders Mill Road will occur in PH-7.
Water – Water mains will be installed in all streets except Flanders Mill Road. Water mains will tie
into the PH-4 and PH-5 stubs.
Sewer – Sanitary sewer mains will be installed in Ryun Sun Way and Windrow Drive, tying into
the PH-5 sewer at the intersection of Ryun Sun Way and Riata Road.
Storm – Runoff from the inside half of Broken Spur Drive will be conveyed to a retention pond in
Park 2. The rest of the PH-6 runoff will be conveyed to Detention Pond #2 and Detention Pond #3.
PH-7
Streets – The remainder of Flanders Mill Road, the remainder of Ryun Sun Way, the remainder of
Broken Spur Drive, and Windrow Drive.
Water – Water main to be installed in Ryun Sun Way, Broken Spur Drive, Windrow Drive, and
looped down Flanders Mill Road from Oak Street to Annie Street. Water mains will tie into the
PH-3, PH-4, and PH-6 water mains.
Sewer – Sanitary sewer from Broken Spur Drive will be conveyed to the PH-6 manhole at the
intersection of Harvest Parkway and Broken Spur Drive. Sanitary Sewer from the rest of PH-7 will
be conveyed to the PH-6 manhole at the intersection of Ryun Sun Way and Harvest Parkway.
Storm – Stormwater will be conveyed overland to storm inlets installed in previous phases.
