HomeMy WebLinkAboutReappointments to CAHAB_15 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Brunckhorst, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: Reappointments to the Community Affordable Housing Advisory Board (CAHAB) MEETING DATE: June 23, 2014 MEETING TYPE: Action RECOMMENDED MOTION: I move to reappoint Anders Lewendal, Kris Keller and appoint new member Kevin Thane to the Community Affordable Housing Advisory Board. BACKGROUND: This board currently has a vacancy for someone with low to moderate income and three terms expiring. 2 members with expiring terms have reapplied and one new application has been received for the position for a representative of an organization providing services to low and moderate income persons. The Community Affordable Housing Advisory Board was created under Commission Resolution No. 3056, superseded by Commission Resolution No. 3540 adopted on September 16, 2002. This Board replaces the former Community Development Block Grant (CDBG) Loan Review Committee. Its purpose is to provide recommendations to the Commission on requests for expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community Housing Fund (which is funded through the City's General Fund); to advise the Commission on affordable housing needs, issues, policies, and regulations; to work with the City and other groups to formulate programs and projects for meeting Bozeman's affordable housing needs; and to advise the Commission on affordable housing plans for annexations and any related development proposals. The Board is comprised of eleven members serving staggered three-year terms, with terms to end on June 30 of each year; and a member of City Planning staff shall serve as an ex-officio, non- voting member. Members must be of legal age, and a majority of the members shall be residents of the city. Non-resident members must have a tangible connection with the City by virtue of working in the city or owning property in the city. Members must represent the following: (1) real estate financing (2) real estate sales (3) construction industry 185 (4) organization supporting the availability of low- and moderate-income housing (5) organization providing services to low- and moderate-income persons (6) member of the public certifying that he or she is a low or moderate-income person as defined by the City's affordable housing policy (7) representative from a recognized non-profit affordable housing development organization (8) member of the public certifying that he or she currently resides in housing designated as low- or moderate-income housing (9) member of the public who has demonstrated interest in special needs housing (10) the City's Finance Department (11) building industry professional This Board has one vacancy, three terms expiring, two reapplying applicants and one new applicant. Traveling at a modest pace, I have been on the Board as we defined our goal of providing safe and affordable housing for low to moderate income persons in Bozeman, elected to pursue a new housing study, and support options for housing safety (the Fire Department is implementing a new program.) Things are just getting interesting as we are now working toward deciding how to apply the housing study, casting recommendations and thinking of alternatives to surround this problem Bozeman finds itself in. I'd hate to leave now, in the middle of planning. Additionally, there are few individuals in the low-moderate income status coming forward to fill these rolls on the Board (I believe there are two?) A little concerning as the actual users of these services and products provide a necessary piece of the feedback loop. Thank you for taking the time to consider my candidacy. I currently serve on the Greater Gallatin Homeless Action Coalition (GGHAC) and have been endorsed by that organization to apply for this position. GGHAC is a coalition of agencies and organizations that provides a forum for community cooperation and leadership in an overall effort to address issues surrounding homelessness in the Greater Gallatin area. As a member of GGHAC I have chaired their subcommittee on affordable rental housing. For a number of years I have been a volunteer with Family Promise, an organization that provides temporary shelter and educational opportunities for homeless families while working with them to guide them to a stable, sustainable, place in life. I bring to this position a background of community service. I currently sit on the Sweet Pea Board of Directors and have been active as a volunteer with the Sweet Pea Festival for over 30 years. I have served as president of the Downtown Bozeman Association and served three terms as chair of the Montana State University Staff Senate. I also served on the Bozeman School District 7 Task Force that worked to establish the Alternative High School.
