Commission Memorandum
REPORT TO: Honorable Mayor and City Commission

SUBJECT: Police & Municipal Court Facility and Staffing plans
MEETING DATE: City/County Commission Workshop: Monday, May 7, 2007.
RECOMMENDATION: The City Commission has previously seen presentations from Carter
Goble Lee on a twenty year Police and Municipal Court Facility Needs Assessment and Tim
Freesmeyer (Etico Solutions, Inc) on Police Resource Analysis Findings and Projections. The City
needs to make a decision very soon, if not today, on which direction to proceed. An unresolved
issue remains the site location for a new police and court facility. The County has previously had a
Facility and Needs Assessment from Carter Goble Lee which included a Law & Justice Center,
Detention and Court facilities. We recognize that known funding is very unlikely given the other
high priorities for the County. Our need for a certain timeline with known funding and a firm plan
is based on the overcrowded situation that exists currently and cannot be allowed to continue
indefinitely. The City Commission can move to formerly adopt the CGL Needs Assessment and
Facility Plan and the staffing methodology as presented by Etico Solutions, Inc. The City
Commission can direct staff to proceed with identifying a site for a new Police and Municipal Court
Facility as well as identifying and securing a predictable and sustainable funding source for
implementing the facility and staffing plans.
BACKGROUND: At the request of commission, staff has worked closely with consultant
Freesmeyer to prepare a 20 year staffing plan. Staff has worked closely with Carter Goble Lee
Associates to develop a 20 year best practices review of space needs and analysis and site needs and
evaluation for a new police and court facility. The plans are being finalized and will be complete by
mid June, 2007.
UNRESOLVED ISSUES: Sustained funding source; facility site location.
FISCAL EFFECTS: There are no fiscal effects associated with adopting the Etico Staffing
Analysis methodology or the Carter Goble Lee Facility Needs Assessment. Significant fiscal impacts
will be incurred implementing the recommendations contained within the plans including hiring
additional personnel and the construction of the new police facility.
ALTERNATIVES: As suggested by the City Commission.
