HomeMy WebLinkAboutSeat re-assignment and creation of new seat on the_18 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brit Fontenot, City Clerk SUBJECT: Seat re-assignment of Mr. Verne Klingensmith on the Community Affordable Housing Advisory Board (CAHAB) from the “real estate sales” seat to the “provider of services to persons in affordable housing” seat and creation of an additional CAHAB member position representing “building industry professional” increasing the total number of CAHAB seats from ten to eleven. MEETING DATE: April 23, 2007 RECOMMENDATION: Reassign current CAHAB member Verne Klingensmith from the “real estate sales” seat to the “provider of services to persons in affordable housing” seat and create an additional CAHAB member position representing “building industry professional” increasing the total number of CAHAB seats from ten to eleven. BACKGROUND: At the March 28, 2007 meeting the CAHAB requested the following: 1) The current “realtor” member, Verne Klingensmith, has retired. The Board would prefer an active realtor member who may have more access to Gallatin Valley housing information, trends, and realtors. Mr. Klingensmith currently serves on the Interfaith II Board and is very active in providing supportive services through his church. CAHAB requests that Mr. Klingensmith be reassigned to the currently vacant “provider of services to persons in affordable housing” seat on the CAHAB. 2) The CAHAB once had an engineer member who provided data for housing ordinance work. The CAHAB needs additional technical housing data. Most of the current board members do not work directly in the building industry. Therefore, CAHAB requests that the Commission add a new seat for a “building industry professional” who could be a builder, engineer or architect. The Community Affordable Housing Advisory Board was created under Commission Resolution No. 3056, superseded by Commission Resolution No. 3540 adopted on September 16, 2002. This Board replaces the former Community Development Block Grant (CDBG) Loan Review Committee. Its purpose is to provide recommendations to the Commission on requests for expenditures from the CDBG Revolving Loan Fund (for housing) and from the Community Housing Fund (which is funded through the City's General Fund); to advise the Commission on affordable housing needs, issues, policies, and regulations; to work with the City and other groups to formulate programs and projects for meeting 158 Bozeman's affordable housing needs; and to advise the Commission on affordable housing plans for annexations and any related development proposals. The Board is comprised of ten members serving staggered three-year terms, with terms to end on June 30 of each year; and a member of City Planning staff shall serve as an ex officio, non-voting member. Members must be of legal age, and a majority of the members shall be residents of the city. Non- resident members must have a tangible connection with the City by virtue of working in the city or owning property in the city. Members must represent the following: (1) real estate financing, (2) real estate sales, (3) construction industry, (4) an organization that supports the availability of low- and moderate-income housing, (5) organization providing services to low- and moderate-income persons, (6) member of the public certifying that he or she is a low or moderate-income person as defined by the City's affordable housing policy, (7) representative from a recognized non-profit affordable housing development organization, (8) member of the public certifying that he or she currently resides in housing designated as low or moderate-income housing, (9) member of the public who has demonstrated interest in special needs housing, and (10) the City's Finance Department Current Members: 1. Carol Townsend (resident of affordable housing) has resigned Vicki DeBoer has resigned from AWARE. She no longer qualifies as a provider of services to persons in affordable housing. At our March 28, 2007 meeting the CAHAB asked to do the following. First, the current realtor member (Verne Klingensmith) has retired. The Board would prefer an active realtor member so they would have more access to Gallatin Valley housing info, trends, and realtors. Verne is on the Interfaith II Board and very active in providing supportive services through his church. We ask that Verne fill the, provider of services to persons in affordable housing, slot. Second, the Board will then need a realtor member and would like to solicit applications. Third, CAHAB has a seat available for a resident of affordable housing and would like to solicit applications for that seat. Fourth, the housing task force had an engineer member who provided data for their housing ordinance work. The CAHAB needs more technical housing data as most of the board members do not work directly in the building industry. Therefore, CAHAB requests that the Commission add a new seat for a building industry professional who could be a builder, engineer or architect. If the Commission agrees to open up a building industry professional seat we would like the City to solicit applications for that position. Please let me know if you have questions.
