REPORT TO: Honorable Mayor and City Commission

SUBJECT: The Knolls East/Highland South Major Subdivision Preapplication, #P-07002
MEETING DATE: Monday, April 16, 2007 (Continued from March 26, 2007)
RECOMMENDATION: The City Commission considers the recommendations from staff and the
Planning Board, and provides the applicant with comments to assist them in preparing a Preliminary Plat
application.
BACKGROUND: This item was originally scheduled for the March 26, 2007 meeting. However, due
to the late hour, it was continued to April 16, 2007.
PC Development on behalf of Bozeman Deaconess Health Services has submitted a Subdivision
Preapplication for the subdivision of 216.95 acres into 374 detached single-household lots, 2 attached
single-household lots, 1 multi-household lot and 1 mixed use lot for a total of 460 dwelling units on
property located east of Highland Boulevard and the New Hyalite View Subdivision. The property is
annexed with a zoning designation of B-2 (Community Business District), R-1 (Residential Single-
Household, Low Density District) and R-S (Residential Suburban District). The Planning Board
reviewed this proposal at a public meeting on March 6, 2007.
The applicant has revised the proposal since receiving comments from the Development Review
Committee, and a copy of this revised proposal is provided at the end of the applicant’s submittal.
UNRESOLVED ISSUES: 1. Street frontage along the large open space area proposed as dedicated
parkland. Staff and the Recreation & Parks Advisory Board feel that street frontage should be provided
in compliance with the UDO if the land will be dedicated parkland. 2. Acknowledge that affordable
housing units provided in compliance with the Bozeman Deaconess Health Services Affordable Housing
Plan, which was approved on August 21, 2006, replaces the requirements contained in Section 18.42.180
(Affordable Housing) of the UDO.
FISCAL EFFECTS: Fiscal impacts are undetermined at this time, but will include increased property
tax revenues, along with increased costs to deliver municipal services to the property, when the property
is developed.
ALTERNATIVES: As suggested by the City Commission.
