HomeMy WebLinkAbout4-2-07-1_173-175_March 23, 2007 Joint City-County MeetingMINUTES OF THE JOINT CITY-COUNTY COMMISSION MEETING BOZEMAN, MONTANA March 23, 2007 ***************************** The Commission of the City of Bozeman and County of Gallatin met in a Joint Round Table Discussion on March 23, 2007 at 7:00 am in the Community Room, Gallatin County Courthouse, 311 West Main Street, Bozeman. Present were Mayor Jeff Krauss; City Commissioners Jeff Rupp, Sean Becker and Steve Kirchhoff; County Commissioners Bill Murdock, Joe Skinner and Steve White; City Manager Chris Kukulski; Director of Public Services Debbie Arkell; Director of Public Safety - Fire Chuck Winn; Sanitation Superintendent Steve Johnson; County Administrator Earl Mathers; and City Clerk Brit Fontenot. 1. Call to order The meeting was called to order at 7:00 am by County Commission Joe Skinner. 2. Discussion Regarding Public Transportation and the Bus System Commissioners generally agreed that additional funding for the “bustle-back”-styled public transportation buses was appropriate. No action was taken. 3. Discussion Regarding Solid Waste Public Comment – Phil Ideson Mr. Ideson resides at 831 N. 15th Street. He spoke on behalf of Allied Waste and expressed concerns over the proposed City-County Interlocal Agreement expanding the Gallatin Solid Waste Management District to include the City of Bozeman. No action was taken. 4. Discussion Regarding Transferable Development Rights Commissioners agreed this is an important issue warranting more in-depth discussion and analysis. Members of the County Commission and County Planning Board were invited to attend the City Commission Policy meeting on Thursday, April 26, 2007 when Transfer Development Rights (TDRs) is on the agenda. No action was taken. 5. Discussion Regarding Interlocal Agreement 173 Commissioners discussed the proposed Interlocal Agreement to expand the Gallatin Solid Waste Management District to include the City of Bozeman. There was general agreement that this would be good for both City and County residents. No action was taken. 6. Discussion and Update on 911 Center Fire Chief Chuck Winn and County Grants Administrator Larry Watson discussed the status of the 911 Call Center. No action was taken. 7. REVISED 2007 Meeting Schedule: a. May 18, City Commission Meeting Room, Municipal Building, 7:00 am b. September 21, Community Room, Gallatin County Courthouse, 7:00 am c. November 16, Community Room, Gallatin County Courthouse, 7:00 am Commissioners agreed that the revised meeting schedule was acceptable but noted that more meetings may be scheduled to discuss areas of mutual interest and concern. No action was taken. 8. Other Areas of Concern No other areas of concern were identified. 9.
