Significant Increases Listed by Priority

Significant FY08 budget requests broken down into 3 areas:
1. Staffing Request - In support of Commission’s goal and Fire Protection Master
Plan
2. Facilities - Keeping our facilities maintained and ready
3. Operations Related Items - In support of our ability to provide service
Personnel Requests
• 5 Firefighters (High Priority)
o Incremental “staff up” for station 3. Hiring 12 firefighters at once would
immediately overwhelm our ability to train, equip, and mentor the new
hires into the Bozeman Fire Department. By hiring 5 firefighters a year
until we reach 36 suppression personnel, we maintain our ability to
provide the proper training and work experience to the new firefighters and
officers so that they are ready to go to work when the doors to the new fire
station open. Additionally, the costs for new personnel are spread out
over time and are more easily absorbed into the budget.
o Would permit single staffing of the Ladder truck for commercial and
residential fires.
Facilities – regular fire stations R&M move to facilities budget
• Station 1 Office Reconfiguration - $6500 (Medium Priority)
– Presently, the fire department shares office space with the police
department in our downtown fire station. With the addition of one needed
staff, we have outgrown our current office space and need to make room
for the DES position. This request would fund an interim reconfiguration
of existing office space to accommodate our operations until the PD
moves out.
Operations
• Lifepak 12 - $3,500 (High Priority) Upgrade
– Funding this request will upgrade one of the Department’s two LifePak-12
defibrillators to new low-energy biphasic technology. Biphasic
defibrillation uses lower energy levels from two directions to more
effectively start a heart in cardiac arrest and is the standard of care for
emergency response agencies. American Heart Association studies report
early cardio version using biphasic defibrillation greatly increases the
chances of heart attack survivability. Currently, only the defibrillator on
Engine 2 uses biphasic technology.
• Pulse Oximeter/Carbon Monoxide Detectors (2) - $3,995 each (High Priority)
– This request funds the replacement of the Department’s two pulse
oximeters with two new units capable of monitoring both blood oxygen

levels and carbon monoxide levels. Presently, the only way to determine
carbon monoxide levels is through a clinical blood test. The purchase of
this equipment would allow our personnel to monitor CO levels of patients
and firefighters to more effectively treat them in the field.
• Mobile Data Computers - $90,000 (High Priority)
– This request will fund the purchase and installation of 10 mobile data
computers in the Department’s front line emergency apparatus and
incident management response vehicles. The use of MDT’s will allow
firefighters to work more quickly and efficiently to provide a faster and
safer response to all emergency and non-emergency calls. CAD Dispatch
and MDT system upgrades will provide in-vehicle mapping & routing to
call locations, automatic vehicle locator, closest unit dispatch capability,
and dispatch function accessibility from fire units on the street (i.e.,
electronic preplans, gas and electric shutoff locations, elevator, fire
sprinkler and alarm system information). The utilization of MDC lap top
computers for command staff will allow for the cost effective ability to
utilize docking stations in fire department vehicles and at work stations to
expand the use of the MDC to serve as a desktop computer, eliminating
the duplication of computer purchases for both functions. The MDC
system will also reduce competition for voice radio air time and increase
the efficiency of personnel in the 911 Center by allowing firefighters to
utilize silent dispatch and make unit status changes from the field.
