RECOMMENDATION: That the City Commission acknowledge receipt of the subdivision pre-
application plan, provide comment and advise, and assist the applicant with identifying major issues with the
proposal prior to submitting a formal application for preliminary subdivision plat review
BACKGROUND: C & H Engineering and Surveying, Inc., on behalf of Hinesley Family Development
Company, L.L.C., has requested an “informal review” before the City Commission as part of a subdivision
pre-application plan review for Laurel Glen Subdivision, Phase 3 and 4, a 68.912-acre mixed-use
residential subdivision situated between Durston Road and West Oak Street. The site is located immediately
north of Adam Broken Memorial Park and west of Rosa Subdivision (a.k.a., Traditions Subdivision) and
Flanders Creek Subdivision.
Attached please find the subdivision pre-application plan to create a mix of residential subdivision lots that
contains a range of “R-1”, “R-2”, “R-3”, “R-4” and “PLI” zoning lots. The proposal also includes a
majority of the dedicated parkland required with the four-phased major subdivision. A number of variances
to the Unified Development Ordinance are proposed by the developer with the pre-application plan and are
outlined in the attached submittal. Unlike Phase One and Two of the major subdivision, this pre-
application plan review will be evaluated against the City of Bozeman Unified Development Ordinance.
Included in the City Commission packets find the initial agency review comments received as of this writing,
as well as that of the D.R.C., Planning Office, and Planning Board.
The purpose of the subdivision pre-application plan review is to evaluate the proposal and to familiarize the
applicant with the goals and objectives of the community’s Bozeman 2020 Community Plan, regulations and
ordinances, and to discuss the proposed subdivision as it relates to these matters. Comments and advice
provided by the advisory and decision-making bodies will assist the applicant with identifying major issues
with the proposal prior to preparing a formal application for preliminary plat review before the Planning
Board and City Commission.
Based on the preliminary comments provided by the D.R.C, Planning Office, Planning Board, and local
review agencies, the seven basic points of discussion are: 1) subdivision design, 2) street alignments 3) street
connectivity, 4) waiver of supplemental information, 5) consideration of variances to U.D.O, 6) public trails, and 7)
parkland.

FISCAL EFFECTS: Fiscal impacts are undetermined at this time, but will include increased property tax
revenues with development of the property, and costs from additional service demand.
