SUBJECT: Listing of City Owned Properties
MEETING DATE: November 6, 2002
BACKGROUND: The City Commission and the Affordable Housing Task Force have
requested a current listing of all city owned properties. Attached is the current list of city
holdings in four categories: Park land, Right-of-way, Parking lots and Facilities.
Multiple sources were used to develop this list including: County records, City property
assessments, the parks list from the in-process PROST Plan and previous lists of city holdings.
The list has not been circulated to all city staff yet to make sure there are no omissions. Some of
the acreage figures are estimates and will be reviewed as the listing is formally reviewed by staff.
There may be some new sub-divisions that are in the review process that have not been
formalized as city holdings and have yet to make it onto this list.
All properties that are park like in nature are listed as parks. A distinction as to how the park
property was acquired might be a next step in refining the listings. As you consider lands for
alternative uses please keep in mind that any land formally dedicated as park land during the sub-
division process requires a formal public vote.
Land that is being used as park land, but not formally dedicated, such as Burke Park, Centennial
Park, Tuckerman Park and Soroptomist Park are also sometimes limited. For example, Burke
Park, Soroptomist and Tuckerman were purchase using Federal monies that require the uses to
remain forever.
The listing for Rights-of-way does not include each and every piece of property along streets and
alleys. Property holdings listed here are ones that have some sort of “green space” associated
with them.
The Facilities shows the most promise for any construction activities. The lift station sites are
limited because of the fact that they have multiple pipe crossings cutting up the space.
The old landfill site is currently housing the Humane Society that will be moving within the year.
The bulk of the site is used for surface storage and there are development problems with this site
because of the shallow cover used to close the site.
Staff will be present to discuss any other properties and any limitations the might encumber the
properties.
