SUBJECT: Fire Suppression System for the Bogert Pavilion
MEETING DATE: November 6, 2006
BACKGROUND: On August 13, 2006 staff presented a report to the City Commission on
the steps necessary to reconstruction the Bogert Pavilion following the July 2, 2006 fire event.
The Commission authorized the reconstruction of the facility under the emergency ordinance
provision – exemptions from bidding for certain contracts.
During the presentation the Commission was also informed that the reconstruction would include
a requirement to install a fire sprinkler system in order to address the assembly related activities
that occur at the pavilion. The Commission authorized an expenditure of $130,000.00 of general
fund reserves to pay for the installation costs.
Staff has continued to provide information to our insurance carrier on the project and build a case
for insurance to pay for the installation of the fire suppression system because it is an enforceable
code requirement. It now looks like our insurance carrier has agreed to cover the cost of the
system installation.
The deductible cost of $5,000.00 is still the City’s responsibility. With help from the City
Attorney’s office staff has submitted a request for restitution to the juvenile court. No
information to date on the status of the case in court.
RECOMMENDATION: The current design for the sprinkler system includes the installation
of a 4 inch fire line from Church Street, along the turf area between the parking lot and the tennis
courts and terminating in a 6 foot by 6 foot building on the east edge of the pavilion mid-way
along the north/south axis. The system is a dry system requiring a valve, compressor, and
switching equipment in the heated block building. This approach was taken because it is the
least expensive design involving the shortest distances and least amount of asphalt cutting.
The restroom and changing rooms for the pavilion are located on the west side of the building.
The valve room for the building will look a little out of place on the east end and partially block
the view of the pavilion. The Parks Department would like to see the building placed on the
west side of the pavilion, just to the south of the existing restrooms.
The design estimates for the additional 275 feet of water line, and related asphalt work equates to
an additional cost of $23,100.00. Some additional design work would need to be done and a
little larger diameter pipe would have to be installed adding another $6,000.00. Some piping
substitutions would also be required in order to maintain the proper pressures from an end feed
system, estimated at $2,500.00.
Staff recommends that the award for the Bogert Fire Suppression system be awarded to Spring
Corporation in the amount of $124,450.00. The installation and design costs will be paid by our
insurance carrier.
If the Commission agrees that the best location for the valve building is on the west end of the
building near the existing restrooms then the Commission should authorize the additional
expenditure of $31,600.00 in general fund reserves to extend the water line for they system.
FISCAL EFFECTS: The less expensive design that calls for the valve building on the east
side of the pavilion would result in no additional cost to the City other than the required
deductible because the installation will be paid by our insurance carrier. The preferred
alternative preferred by staff would result in an added general fund cost of $31,600.00.
In August, the Commission had committed $130,000 of general fund reserves toward the system
before being informed that our insurance coverage would take care of the installation cost.
Locating the valve building in the preferred location would mean that a portion of that
commitment would be used for the added water line and design costs.
ALTERNATIVES: As suggested by the City Commission.

SUBJECT: Bogert Fire Sprinkler Water Service Location
BACKGROUND: A four (4) inch water service is required by code for the Fire Suppression
Sprinkler System that is to be installed in the reconstructed Bogert Pavilion. This service
requires a separate 6 foot by 6 foot heated block structure (Valve Building) to enclose the valves,
compressor and switches. The structure housing the 4 inch water service and components is
currently proposed to be built in the middle and along the edge of the east side of the pavilion.
While this is the most cost effective location for this structure, it is staff’s recommendation that it
be placed at the south end of the existing maintenance room, restroom and warming room
building. This would put our services together and allow us to keep the east side of the pavilion
open for better visibility and easier maintenance of the concrete apron beneath the roof.
Visibility is an important issue in all parks. When City Police or Rocky Mountain Security
patrols drive through the Bogert parking lot it is important that they are able to view the entire
pavilion area.
RECOMMENDATION: Staff recommends that the Commission approve the additional
$31,600 to locate the Valve Building at the south end of the existing restroom building beneath
the Bogert pavilion.
FISCAL EFFECTS: The additional cost for locating the Valve Building at the south end of
the existing restroom building would be $31,600.
ALTERNATIVES: As suggested by the City Commission.
