Present were Mayor Jeff Krauss, Cr. Sean Becker, Cr. Jeff Rupp, Cr. Kaaren Jacobson, Cr. Steve Kirchhoff, City Manager Chris Kukulski, Assistant City Manager Ron Brey, Director of Public Services Debbie Arkell, Planning Director Andy Epple, Director of Finance Anna Rosenberry, Assistant City Attorney Tim Cooper, Director of Public Safety - Police Services Mark Tymrak, Director of Public Safety - Fire Services Chuck Winn, Director of Personnel Pattie Berg, City Clerk Brit Fontenot, and Deputy City Clerk Stuart Bernard. 0:00:00 [15:55:38] Start Recording 0:12:56 [16:08:53] A. Call to Order - 4:00 PM – City Commission Meeting Room, City Hall, 411 East Main Street At 4:08 PM Mayor Krauss called the meeting to order. 0:13:01 [16:09:00] B. Pledge of Allegiance and Moment of Silence 0:13:51 [16:09:45] C. Consent 1. Adopt Resolution 3973, intent to create the Mandeville Farm Tax Increment Financing Industrial District (Kukulski) 0:14:06 [16:10:06] Motion and Vote - It was moved by Cr. Kirchhoff, seconded by Cr. Becker, to approve the consent item 1 as listed. Those voting Aye being Crs. Becker, Rupp, Kirchhoff, Jacobson and Mayor Krauss. Those voting No being none. The motion carried. 0:14:30 [16:10:26] D. Public Comment Mayor Krauss called for public comment. This was the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. 0:14:54 [16:10:46] Public Comment - Gary Gullisan Gary Gullisan of 404 S Church spoke about the change in number of spaces at the Old Milwakee Rail Trail parking lot. 0:20:10 [16:16:19] Public Comment - Valerie Harms Valerie Harms of 3701 Ravali has requested that she and others could be added to the agenda to present to the City of Bozeman a proposal to adopt the Kyoto Protocol. 0:21:51 [16:18:02] Public Comment - Joan Diamond Joan Diamond of 424 North Willson asked that the Commissioners create an agenda item relating to global warming and the US Mayor Climate Protection Plan. 0:23:09 [16:19:19] Public Comment - Erica Erica of 514 N Black spoke of the importance of global warming and it's effects on 0:24:18 [16:20:27] Public Comment - Valerie Harms Valerie Harms of 3701 Ravali reiterated her group's goals before the commission. 0:24:37 [16:20:47] Public Comment - Marcia Youngman Marcia Youngman of 1214 West Koch reiterated citizen's and student's interest in environmental issues. 0:26:13 [16:22:24] Public Comment - Catherine Ball Catherine Ball of 323 South Wilson asked the city to add concepts of walkablity to the 2007 commission goals. 0:27:50 [16:24:04] Public Comment - Matt Cologn Matt Cologn of 602 West Story spoke against the ten commandments in the Sorroptomist park. He also spoke of the decision making process in relation to replacing this monument on public ground. 0:31:15 [16:27:33] Public Comment - David Kack David Kack of 7007 Jackson Creek told the commissioners of the conflicts in getting the rounded back buses for the city Streamline bus system. 0:34:22 [16:30:44] Public Comment - Collette Brooks-Hawks Collette Brooks-Hawks of 371 Old West Trail supports adopting the Kyoto Protocol. 0:34:38 [16:31:15] Public Comment - Catherine Costakis Catherine Costakis of 408 Bonner Lane spoke in favor of supporting walkablility in our community. 0:38:39 [16:34:54] Disscussion 1:00:55 [16:56:00] E. FYI/Discussion 5:53:09 [21:50:45] FYI - Jacobson Commissioner Jacobson suggested the use of MSU facility as consultants. 5:57:39 [21:51:12] FYI - Epple Planning Director Andy Epple updated the commission about a potential conflict with a church being built near North 19th. 6:01:25 [21:51:47] FYI - Rosenberry Director of Finance updated the commission on the wireless project. 6:01:55 [21:51:58] G.
