SUBJECT: Tindale-Oliver &Associates Presentation on Street Impact Fees

Associates to perform the street impact fee update. They have begun the work and had an initial
meeting with the Impact Fee Advisory Committee on August 24"'.
There are many policy issues involved in completing an update to the street impact fee. Bob
Wallace of Tindale-Oliver will provide an overview of methodology and related policy decisions
which will need to be addressed during the update process. The presentation will enable the
Commission to better understand impact fees and the factors considered during the calculation of
a fee. This will facilitate good decision making when policy questions must be settled later.
Finance Director Rosenberry will also be presenting some related information on the utilization
of the general fund.
UNRESOLVED ISSUES: None
RECOMMENDATION: None. This is an informational presentation only.
FISCAL EFFECTS: The update has been budgeted for this fiscal year. The updated study will
enable a healthy impact fee program to help ensure adequate funding for street capacity
expansion. No fiscal effects are anticipated from the presentation.
ALTERNATIVES: As suggested by the City Commission.
