HomeMy WebLinkAboutF2 Sprinkler System Contract �4 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: James Goehrung, Superintendent of Faciliti Chris Kukulski, City Manager SUBJECT: Bogert Pavilion Fire Suppression System MEETING DATE: September 5, 2006 BACKGROUND: On August 14, I appeared before the City Commission and received direction to begin rebuilding the Bogert Pavilion. Most of the initial demolition work is compete. The arched trusses on the north and south end of the building are scheduled to arrive on site the first week September. Tied to the reuse of the facility is the code requirement to install a fire suppression sprinkler system. The requirement is tied to an A Occupancy, or an assembly occupancy, for the public activities that occur at the pavilion from park reservations and other activities like the Bogert Market. Attached is a contract with Sprinkler Technology Design, Inc. for the design, bidding and construction oversight for a sprinkler system to be installed at the pavilion. The system will be a dry system and require a 6 foot by 6 foot enclosed, heated building to house the pump and pneumatic equipment required for this type of system. A large portion of the cost is due to the fact that the water line will have to be extended from South Church across the parking lot to the equipment house. The design and supervision fees for the project are $10,260.00. The estimated construction costs are $116,526.00; this includes a 10% contingency. Total estimated cost is $126,786.00. RECOMMENDATION: Staff recommends the award of the design portion of the contract at this time. Once bids are received and reviewed for the installation of the system, a separate request for award will be submitted to the Commission for the construction phase of that contract. FISCAL EFFECTS: Money for the project will come from general fund reserves. A formal request for restitution has been submitted to Youth Probation. I did include a request for the cost of the sprinkler system in the documents submitted to the court. We will not know how much the City might receive in restitution until the matter winds its way through the court system. ALTERNATIVES: As suggested by the City Commission. Our work will include: 1. Layout drawings of the fire sprinkler system including pipe routing; sprinkler head location; and appropriate device and equipment locations. Preparation of main level plans for a 25,875 sq. ft. pavilion building. Also included will be one sheet which will have appropriate legends, notes, sections, details, fire service line, etc. 2. Specifications. 3. Hydraulic calculations based upon anticipated water supply to this location. 4. Engineering of fire service line in accordance with City of Bozeman requirements. 5. Electrical engineering to incorporate fire alarm/reporting requirements from appropriate sprinkler flow and tamper switches and power requirements for valve house heat, light and power. 6. The cost of attending meetings at your office for the purpose of coordinating design. 7. Pre-bid coordination with Contractors. 8. Material and shop drawing submittal. 9. Drawings for bid, submittal and installation. 10.Ongoing office support and advice during installation of fire sprinklers. "FIRE SPRINKLERS SAVE LIVES" 11.Final on site observation and preparation of"punch list." 12.Verification of punch list completion. 13,Close-out documentation. We will provide final shop drawings ready for fire sprinkler contractor fabrication, and installation, including approvals from building officials for the fixed fee of$5,260.00. We anticipate probable sprinkler construction costs of $45,000.00. We anticipate probable electrical construction costs of$5,000.00. We will provide final drawings for a new fire service line including approvals from building officials and water officials for the fixed fee of$2,250.00. We anticipate probable fire service line construction costs of$45,000.00. Attached please find a design proposal in the amount of ($2,500.00) for design of the new valve house. We will coordinate this design in the bid package for $250.00. We anticipate probable valve house construction of$10,000.00 Total design $ 10,260.00 Construction $105,000.00 (est) $115,260.00 10% $ 11,526.00„(contingency) $126,786.00 This proposal does not include the cost of permits. This proposal does not include the cost of CADD files obtained from others. Contractor shall provide one complete "hard" (printed) copy of project plans and specifications including all alternates and addendums. This proposal does not include on-site construction administration or observation other than included above. This work will be provided based upon Sprinkler Technology Design's standard hourly rates and expenses at cost plus 10% if requested. If Sprinkler Technology Design, Inc. does not provide on-site observation verifying the installation is in accordance with plans provided; the contractor shall hold Sprinkler Technology Design, Inc. harmless from any and all claims resulting due to contractor deviation from plans provided.
