HomeMy WebLinkAboutI1 9-25-06 interlocal planning priority Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Chris Kukulski, City Manager SUBJECT: Prioritization of the Inter-local Planning Agreement between the City of Bozeman and Gallatin County. MEETING DATE: September 25, 2006 BACKGROUND: During our most recent joint meeting between the City and County Commissioners, I was asked to place the inter-local planning agreement on a future agenda for your discussion. The purpose in doing so was to identify where this project fell in our list of priorities. The County Commissioners made it clear that the successful negotiation of such an agreement that included transferable development rights is an extremely high priority to the county. Attached are three lists of goals that have been identified by the City Commission since my arrival in August of 2004. The most recent list was NOT created collaboratively but rather is simply a list of goals identified by each commissioner during my most recent evaluation (two commissioners did not fill in this section of the evaluation). The second list is from our February 2006 facilitated discussion regarding goals and finally, you have the list that was approved by the previous Commission in December of 2004. You will notice that the inter-local planning agreement is listed in the goals identified in February of 2006 but only garnered one dot from the commissioners who were in attendance (one Commissioner was out of town that evening). RECOMMENDATION: I believe this subject is extremely important to the managed and planned growth of our community. With a six percent growth rate, I would place this priority towards the top of any list. I also believe that we should schedule a ½ day workshop within the next month to set and prioritize this commission’s goals. This would be extremely useful to me in effectively managing our organization and would be used for the development of the fiscal year 2008 budget. Kukulski, City Manager Attachments: 2004 and 2006 Goals List Report compiled on September 20, 2006 The following are goals identified by each Commissioner in the 2006 city manager evaluation form from last month. I asked each commissioner to “please identify short and long term priorities that you would like to see the City manager accomplish.” Within the next twelve months: 1) Heal staff 2) Better public relations/education; possible news conferences; more television news exposure. 3) Better time management (agenda). 4) Bring public safety to the public with credible plan to adopt. 5) Organize building projects with priorities (i.e. water, wastewater, fire stations, police stations, city hall, story mansion, Wallace/Library, Mandeville farm. Within five years: 1) Heal staff 2) Water & wastewater plants completed. 3) Construct 2 additional fire substations. 4) Affordable housing leadership Listed below are the items that were identified during our February 2006 goal session facilitated by Barbara Rusmore. Toward the end of the meeting the Commissioners were each given five dots to be placed on a list of potential priorities. Commissioners could use multiple dots on one item or spread the dots over their top five. The results were as follows: 1) Workforce Housing – 5 dots 2) Funding Sources to pay for added demand for services – 2 dots • Impact Fee Study • Utility Fee Study • Local Option Resort Taxes • Public Safety Mill Levy • Arterials and Collector Street assessment • Parks Maintenance District 3) Open the Library on time and within budget – 2 dots 4) Update Plans – 2 dots • Fire Department • Police Department • Waste Water • Water • 20/20 Land Use Plan Update • Transportation Plan Update 5) Meetings/inter-local agreement with County; cooperative meetings with MSU – 1 dot 6) Public Transit – 1 dot 7) Recruitment/retention of employees – 1 dot 8) Mandeville business park – 1 dot 9) Upgrade Website to provide better communication tool with the public - 1 dot 10) Attached is a “Project Summary” of all projects that exceed $1,000,000 and a spreadsheet that defines each of our planning projects. 2005 Goal Statements Rankings & Progress Report Goals Adopted by the City Commission December 20, 2004 City Manager High Priorities 1) Open new library by the summer of 2006 within budget (Fall 2006 has been the schedule) 2) Resolve impact fee lawsuit and/or develop long term strategy for the utilization of fees 3) Be actively engaged in the 2005 legislative session focused on expanding the ability for local elected officials and citizens to make decisions regarding, impact fees, local option resort taxes, design/build construction contracts and keg registration 4) Establish an economic development strategy, beginning with the development of an Industrial Park on the Mandeville Farm and or Idaho Pole properties 5) Create a Parking Commission or Parking Authority. Mid-Range Priorities 6) Hire a project manager 7) Expand our working relationship with MSU focused on: a Community Values Statement; student impacts on neighborhoods; zoning near the Technology Park; the Alcohol Coalition; and the driving/parking behaviors of students Low Priorities 8) Create a cable television franchise 9) Conduct a Citizen Survey Assistant City Manager High Priorities 1) Create North 7th/West Main Street tax increment district 2) Complete redevelopment of Story Mansion 3) Complete Big Box Study winter of 2005 4) Pursue EPA grants for utility infrastructure and rehab. 5) Develop a watershed management plan that deals with the long range and overall health of Bozeman’s watershed as it is our primary source of drinking water Mid-Range Priorities 6) Evaluate all City owned property (excluding parkland) for long term potential use or sale 2005 7) Create a multi-year funding plan for the Housing Fund 8) Create Neighborhood Councils throughout City of Bozeman Low Priorities 9) Build or purchase a consolidated city office complex in downtown Bozeman. Public Safety Director High Priorities 1) Complete an ISO Analysis/Facilities Plan for station locations, staffing by the Fall 2005 2) Conduct an analysis of the police department for staffing levels and facilities - 2005/06 budget 3) Work effectively with Gallatin County to implement criminal justice plan. 4) Develop a long term public safety funding plan Finance Director High Priorities 1) Develop website to maximize convenient public access to city information and services 2) Utility Rates and System Development Charge analysis (impact fees) for water, sewer and storm water, streets and fire. (phase II of the facilities plans) 3) Update the CIP (Capital Improvement Plan) Public Services Director High Priorities 1) Reconstruct Babcock - 2005 construction season. 2) Reconstruct Durston Road - 2006 construction season 3) Complete facilities plans for infrastructure development in order to efficiently serve current customers and new customers anticipated by growth in the areas of waste water treatment, water treatment, sewer collection, water distribution and storm water 4) Complete transportation projects that increase interconnectivity 5) Open solid waste transfer station in fall of 2006 6) Sign agreement to utilize Logan Solid Waste Landfill Mid-Range Priorities 7) Create a Storm Water District 8) Enhance weed control efforts 9) Determine new shops complex location 10) Complete Disc Golf Course in spring of 2005 Low Priorities 11) Create a Parks Maintenance District Planning and Community Development Director High Priorities 1) Enhance Bozeman’s downtown competitiveness as the business, cultural and service center of the Gallatin valley by facilitating the construction of a parking garage; hotel convention center and a performing arts center 2) Complete the parks & recreation facilities plan (PROST) - Fall 2005 3) Complete UDO Revisions by summer of 2005 a.
