HomeMy WebLinkAboutI6 purpose and intent of the AF Task Force Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brit Fontenot, City Clerk Chris Kukulski, City Manager SUBJECT: Define the Purpose and Intent of the Affordable Housing Task Force MEETING DATE: August 21, 2006 BACKGROUND: The purpose of the task force is to review, analyze, and suggest improvements and alternatives to the Inclusionary Housing draft ordinance as modified by the Bozeman City Commission on July 31, 2006. The draft Inclusionary Housing ordinance has one over-arching goal, which has been reiterated numerous times by a majority of the commission: the steady production of affordable, for-sale housing in proportion to annual market-rate housing production. The draft language calls for 10% of all new housing constructed to be set aside for purchase by first-time buyers earning between 80% - 120% of the area median income. This goal is clearly stated in the Inclusionary Housing draft and establishes the benchmark by which the Bozeman City Commission will evaluate alternatives to the draft ordinance that might be recommended by the task force. In short, any alternative recommendation must meet or exceed the affordable housing production goals, estimated to be 85 units annually, while adhering to the targeted first-time home-buying population and all other statements of applicability contained in the draft language. RECOMMENDATION: Motion and Vote to approve, deny or conditionally approve the above stated purpose and intent of the Affordable Housing Task Force.
