HomeMy WebLinkAboutH3 NURB Deferred from July 17 , 2006 c Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Ron Brey, Assistant City Manager Chris Kukulski, City Manager SUBJECT: Northeast Urban Renewal Board appointments MEETING DATE: Monday, July 17, 2006 BACKGROUND: Several weeks ago, the Commission made the above referenced appointments. On subsequent review, however, it was determined that several applicants mistakenly indicated they resided within the district and were appointed as such. Given this error, the staff decided that opening the entire process would allow the Commission to reappoint the entire board as desired. At the time of the first appointment, there was discussion that the requirement for composition of the Board was simply the "preferred" composition. However, the planning committee used the term "preferred"not to indicate a slight preference in composition, but rather an indication of the composition that should be sought if an adequate range of qualified applicants is available. The planning committee did not want the board to go unappointed or a seat unfilled if there were not enough applicants in each category, thus the term "preferred" was used to allow for the appointment of a full board if inadequate applications were received as is the case here with only one "Residents from Within the District" application received. This Board is established under Section 7-15-4232 of the Montana Code Annotated. It consists of five members who serve staggered four-year terms after the initial appointment. The board shall consist of five (S) voting members and not more than four(4) non-voting members. The initial voting membership shall consist of one NURB member appointed for 1 year, one for 2 years, one for 3 years, and two for 4 years. Each appointment thereafter shall be for 4 years. The PREFERRED composition of the voting members shall be: 21 —business owners of businesses within the district; 2 —residents from within the district; 1 --member at-large; Voting members must reside within city-limits or own property within the district. The board shall be responsible to: (1) develop plans which implement the vision of the district; (2) review on an ongoing basis the operation and processes of all public agencies to assure that such activities are supportive of the plan; (3) advocate and coordinate the complete and full implementation of the plan. Any member listed may be considered for At-Large Membership if not chosen,for membership under one of'the previous two membership categories RECOMMENDATION: That the Commission appoint the board to staggered terms with due respect to the preferred composition given the corrected status of the applicants.
