Commission Memorandum
REPORT TO: Honorable Mayor and City Commission

SUBJECT: Facility Plans Update
MEETING DATE: July 10, 2006
BACKGROUND: Attached is a power point presentation updating the Commission on
progress of the City Hall and Police Department facility issue. This is a non action item but any
and all direction is appreciated. We continue to work with Gallatin County on finding both short
term and long term resolutions to space problems at the Law and Justice Center.
Based on what we know today, I recommend we move forward on utilizing the current library as
city hall and continue operating our police department out of the L & J facility. Unless the
timeline is extended due to additional space being available for City Police and the County
Sheriff deputies beyond our current discussions (current L& J shuffle will provide approx. 4,000
sq ft of additional space) I would place a tight 45 month timeline on voter approval of either
rebuilding or expanding L & J. If this timeline is NOT met than the city will need begin the
planning process to construct its own facility for Police and the Municipal Court. The current
city hall should be retained and leased out with all proceeds going toward General Fund facility
needs. The current city hall gains in value each month that it is retained and should not be sold
until all long term facility needs are resolved.
By utilizing the current library for city hall combined with the recently renovated Stiff building I
estimate we will have 12 to 20 years worth of office space for City Planning, Engineering,
Building Dept., Finance, City Attorney, City Manager, City Clerk and misc. offices. By staying
at L & J we solidify our commitment to the L & J concept which we truly believe is beneficial to
all law enforcement agencies however, the long term facility needs must be resolved or we will
have no choice but to build our own separate facility. Of all of the facilities that the city needs to
service our expanding population base, the police and fire facilities are the most specialized and
should be designed and constructed for their purpose verses renovating offices into public safety
facilities.
RECOMMENDATION: No action requested.

ALTERNATIVES: As suggested by the City Commission.
