SUBJECT: Commission Resolution No. 3927 – Establishing Solid Waste Collection
Fees
MEETING DATE: June 26, 2006
BACKGROUND: On June 19, 2006 the Commission received recommended adjustments in
garbage collection fees from the Solid Waste Superintendent. His recommendation was to
make no changes in garbage tote collection fees, to make approximately 11-12% decreases in
dumpster collection fees, and to increase roll-off container collection fees. See Schedule A of
the attached resolution for a complete listing of these rates.
RECOMMENDATION: Adopt Resolution No. 3927 – Establishing Solid Waste Collection
Fees; effective July 1, 2006.
FISCAL EFFECTS: Average residential customers will see no change in their garbage
collection services; dumpster customers will see a small decrease; roll-off customers will see an
increase in rates. For roll-of customers, rates will increase 30% and will result in a small net
profit for the program. (The roll-off program was implemented last fall. Original fees were too
low to cover actual costs.) It is expected that the change in dumpster fees will be offset by
increasing dumpster customers – resulting in a small net increase in revenue.
ALTERNATIVES: As suggested by the City Commission.

COMMISSION RESOLUTION NO. 3927
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, ESTABLISHING SOLID WASTE COLLECTION FEES WITHIN
THE CITY OF BOZEMAN.
WHEREAS, the City Commission of the City of Bozeman did adopt Ordinance No. 1493
on the 17th day of May 1999, providing for the billing of solid waste collection fees on a
monthly basis; and
WHEREAS, said Ordinance No. 1493 provides for the setting of fees by resolution; and
WHEREAS, the Bozeman City Commission did regularly pass Commission Resolution
No. 3468 on the 1st day of August 2005 which Resolution established a revised solid
waste collection fee schedule; and
WHEREAS, the City of Bozeman continues to incur additional costs in its operation of
the collection and disposal of solid waste.
NOW, THEREFORE, BE IT RESOLVED, and it is hereby ordered by the Commission
of the City of Bozeman, State of Montana:
Section 1
To defray the estimated cost and expense of collecting and disposing of solid
waste in the City of Bozeman, there is hereby established a schedule of fees to be levied
upon all users of the City’s solid waste collection system and those not served by a
licensed private solid waste collection service, as set forth in Schedule A, attached hereto,
and by this reference made a part hereof.
PASSED AND ADOPTED by the City Commission of the City of Bozeman, Montana at
a regular session thereof held on the 26th day of June 2006.

Solid Waste Collection Fees, based on a 30-day month
Effective on July 1, 2006
All rates are monthly.
A. Automated Collection System Fees
For those accounts on the automated collection system, the fees shall be as
follows:

Dumpster rental fee for special services (not on a regular monthly account): $1.00
per day.
Whenever specialty materials, as identified in the City’s current landfill schedule,
exceed 50 percent of a dumpster’s contents, then the per cubic yard dumpster capacity
dollar amount shall be increased in accordance with the specialty material landfill
fees established in the current City of Bozeman landfill gate schedule.

D. Excess Garbage – Tag Fees
Bulky items that cannot be properly placed in a tote or dumpster, or excess garbage in
addition to what will fit into a tote or dumpster, must have a tag attached. The City’s
solid waste crew will only pick up bulky items or excess garbage on their regular
routes when tags are attached, and the tags will be removed. Tags may be purchased
at City Hall or Safeway Food and Drug. The availablilty of tags at Safeway Food and
Drug is subject to change without notice. Excess garbage must have an adequate
number of container tags attached. Divide the estimated weight of the excess garbage
by the tag size to determine number of tags needed.
