HomeMy WebLinkAboutG2 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Anna Rosenberry, Finance Director Chris Kukulski, City Manager SUBJECT: Public Hearing for Street Impact Fee Capital Improvement Project List for Fiscal Years 2007-2011. MEETING DATE: May 1, 2006 BACKGROUND: The City’s Street Impact Fee program requires Commission approval of the projects that impact fee dollars will be spent on – also making them eligible for impact fee credits at the Commission’s discretion. Estimated Revenues: Street impact fee collections have grown at an average rate of 63% per year, from $266,000 in FY1999 to $2,800,000 projected in FY2006. This increase in collections is due to both increases in the rates that were charged and increases in the volume of projects required to pay the fee. Estimated revenue for FY2007 is $2,940,000 and a conservative growth rate is projected at 5% for each year of the plan. At this point in time, we are not adjusting our revenue estimates by any fee rate changes. Should the fee itself change significantly as a result of the Impact Fee Studies, we will adjust revenue estimates as necessary. Estimated Expenditures: The dollars associated with items represent broad estimates of what the impact fee eligible portion of the project will cost, based on the City Engineer’s knowledge of street construction in Bozeman. As with any long-range plan, the estimates will become more refined as the project design is completed and when actual bids for the project are received. The Projects: The proposed list contains the projects that are seen as the highest priority for street improvements within the city that qualify for impact fee spending (capacity expanding projects). Most of these projects are identified in the City’s most recent transportation plan. You will also find a project summary sheet further describing details of each of the projects. Advisory Committee: The City’s Impact Fee Advisory board met on April 13th to discuss the proposed project list and will meet again on April 27th for further discussion and a recommendation to the Commission. Since that Advisory Committee’s recommendation is not available at the time this report is being written, it will be provided as a part of this public hearing. RECOMMENDATION: Take public comment and approve Street Impact Fee Capital Improvement Project List for fiscal years 2007-2011. FISCAL EFFECTS: Street Impact Fees will be spent to install the improvements according to the approved list. In the future, Street Impact Fee credits may be issued, at the Commissions discretion, for projects on the approved list that are completed by third parties.
