INTRODUCTION
This Task Order outlines activities anticipated to be conducted during 2014 to continue the
vapor intrusion investigation and mitigation work at the Story Mill Landfill site. The scope of
some tasks initiated in 2013 have also expanded or are projected to exceed our initial estimates
hence, additional budgets are requested. The Project Management, Community Relations and
Database Management tasks are projected to require work well into 2014, hence, additional
funds are needed to support our work going forward.
Background
Volatile organic compounds (VOCs) were discovered in soil gas at the south boundary of the
Bozeman Landfill in 2012. Follow-up investigations have included a soil gas investigation in the
Phase 3 Subdivision and air sampling of indoor, subslab, or crawlspace or outdoor locations.
These samples have also been collected in four residential structures in the Bridger Creek
Phase 2 Subdivision. Mitigation systems have been installed and are operating in 26 homes in
the Bridger Creek Phase 3 Subdivision.
SCOPE OF WORK
This Modification is for the following work, which is in excess of our initial Task Order.
Air Monitoring for Phase 3 Mitigation
Tetra Tech has collected more air samples than originally expected during the pre-mitigation
and post mitigation sampling efforts, due to the addition of two new homes constructed in the
neighborhood and more oversight labor hours per home than we initially projected. In addition,
costs for the reporting phase (i.e., individual homeowner letters) have been greater than we
originally anticipated.
Mitigation System Installation and Oversight of Contractor
The original Task Order anticipated 26 homes would require mitigation systems, however, two
new homes have been constructed in the neighborhood, increasing the scope of work. In
addition, we have had numerous requests by homeowners to modify the traditional mitigation
system. This has included moving piping and fans to less obtrusive locations in the home,
adding sheetrock covers over piping runs, adding boxed in covers over vent piping, carrying
piping to the highest roof line in the home, using custom colored piping or downspouts to match
exterior colors and other home specific modifications. These additional items have been

provided in order to maintain a satisfied homeowner that will continue to cooperate with the City,
however, these additions have been requested after systems are installed. The process of
getting City electrical inspectors into each home to inspect and approve the switches and power
supply to the mitigation system fans has been conducted as a separate activity since it was
difficult to coordinate inspector schedules with the homeowners and radon contractor during
system installation. The result is longer installation times, which in turn increases Tetra Tech's
observation hours.
Additional thermal imaging contractor inspections have been required due to their being more
radiant heat systems than anticipated and we also had several return visits when a second
extraction point or additional vacuum monitoring points were determined to be necessary.
Project Management, Database Management, Data Validation and Reporting
The previous project management budgets have been expended as a result of project meetings,
preparation for the recent public meetings and responding to homeowner questions and
concerns. Additional funds are proposed to continue to provide these services through summer
2014.
The additional sampling work outlined above also requires data validation and entry of the
analytical data into the project database (Microsoft Access). This will in turn support generation
of data tables, maps and GIS analysis as needed throughout this work plan and other phases of
the project.
Community Relations
While this task is expected to include another public meeting sometime during spring/summer
2014, it also will include assisting the City in their dealings with bankers, realtors, appraisers
and homeowners. This part of the task will entail developing graphics and materials to provide
clear, simple presentations of the affects the mitigation systems have had on in-home air quality
to help them move forward with lending on homes in the Bridger Creek subdivision.
Compensation
Estimated costs to complete the foregoing scope of services are not to exceed $159,320. A
breakdown of these proposed expenditures is contained in the attached cost estimate. The
services will be conducted on a time and materials basis.
Special Conditions
Execution of this Task Order constitutes acceptance of all terms and conditions contained in Tetra
Tech's Professional Services Agreement with the City of Bozeman, dated January 3, 1994 and
Amendment Nos. 1, 2, 3, and 4 of the Professional Services Agreement dated July 31, 1995;
January 1, 1996; March 17, 1997; and December 10, 2001, respectively.
