HomeMy WebLinkAboutResolution 2087 Mill Levy for General Fund for Approval of the Electorate .- "~~ -. ,. -~' -'~- '-.......... - --.-.-. - ----'- ._~ ............~ ~..............-~~_._~-~'~--- ~ ......-----.-.---_.~ ~ ~-~ ~~--'----~.............-'-~ ~- -........ ...-- - - - -_.~ . 247 COMMISSION RESOLUTION NO. 2087 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, INDICATING THE CITY'S INTENT TO EXCEED THE CURRENT MILL LEVY FOR GENERAL FUND PURPOSES ON THE APPROVAL OF THE ELECTORATE: ESTA~SHING A CERTAIN LEVIED DOLLAR AMOUNT, SAID ADDITIONAL DOLLAR AMOUNT F I MONIES RAISED TO BE USED BY THE CITY OF BOZEMAN FOR OPERATING THE CITY'S ALL-PURPOSE GENERAL FUND: INDICATING THE APPROXIMATE NUMBER OF MILLS NECESSARY TO OPERATE THE CITY'S ALL-PURPOSE GENERAL FUND: SETTINGTHE DATE AT WHICH THE QUESTION OF THE ADDITIONAL MILL LEVY WILL BE SUBMITTED TO THE QUALIFIED ELECTORS OF THE MUNICIPALITY; AND SETTING FORTH PROCEDURES FOR CONDUCT OF THE ELECTION. WHEREAS, the City of Bozeman, Montana, has thoroughly reviewed the capital, salary and operations expenditures for the City's All-Purpose General Fund in preparation of an oper- ating budget for Fiscal Year 1979-1980; and, WHEREAS, expenditure monitoring and expenditure reductions over the past fiscal year have reduced City operating costs to minimum levels; and, WHEREAS, the City has conducted a complete analysis of revenue over the past two fiscal years; and, WHEREAS, the City staff has projected the total possible collectible revenue for Fiscal Year 1979-1980; and, WHEREAS, it appears that expenditure levels necessary to provide services to the citi- zens of the City of Bozeman at previous levels, cannot be maintained by existing revenue; and, WHEREAS, the City Commission and the City staff have explored all possible options to increase the City's collectible revenue; and, WHEREAS, the Legislature of the State of Montana has passed, during the 46th Legislative Session, Senate Bill No. 235, which permits municipalities in the State of Montana to exceed the previously established 65 mill levy ceiling for the All-Purpose General Fund; and, I WHEREAS, the City staff has received a legal interpretation from the City Attorney verifying that Senate Bill No. 235 has become effective as law in the State of Montana as of July 1, 1979; and, WHEREAS, Senate Bill No. 235 provides for the mechanisms necessary to exceed the pre- viously established 65 mill levy limitation for the All-Purpose General Fund, in order to support City services by providing revenue sources which are adquate to meet City expend- itures; NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana, to-wit: Section 1 That the revenue derived from the special mill levy election as provided herein will be used to support the City's All-Purpose General Fund, and more specifically for salaries, operations and capital to return City services to previous levels existing prior to the tem- porary termination of some full time employees which occured in the spring of 1979. Section 2 That the specific amount required to return said services, and the amount necessary to be placed at issue before the qualified electorate of the City of Bozeman is $187,350.00. I Section 3 That the above-stated amount, necessary to maintain City services at previous levels, represents 10.00 mills. Section 5 That the City Commission of the City of Bozeman, Montana, hereby instructs the County Clerk and Recorder to proceed with a special election as set forth on the date herein specified in accordance withfue provisions of Senate Bill No. 235 and the election I laws of the State of Montana.
