NO. 2040
A RESOLUTION SETTING FORTH THE OPERATIONAL PROCEDURES FOR THE
BOZEMAN
SENIOR CITIZENS CENTER BUILDING
ARTICLE I - CREATION OF BOZEMAN SENIOR CITIZEN ADVISORY COUNCIL
I There is hereby created a City of Bozeman Senior Citizen Advisory Council on December 20,
1978, by City Commission Resolution No. 2040.
ARTICLE II - OBJECTIVES
The Bozeman Senior Citizen Advisory Council shall act in an advisory capacity to the City
Recreation Director and City Manager in matters relating to the operation and management of
the Bozeman Senior Citizens Center building and grounds.
ARTICLE III - MEMBERSHIP
A. Makeup
1- The Senior
Citizen Advisory Council shall consist of ten (10) members.
2. A City Commissioner
shall be appointed by the City Commission to act
as liaison with the
Senior Citizen Advisory Council.
3. A tenth member
to represent the Community at large shall be selected
by the Advisory Council.
B. Selection of Council Members
1- Senior Citizen
groups shall provide the City Manager with a list
indicating their
nomination of candidates who will be selected
for service on the
Senior Citizens Advisory Council.
2. The list shall
be reviewed by the City Manager, who shall forward
the list to the Mayor
with his recommendations relating to selection.
3. The Mayor
shall then appoint members to the Senior Citizens Advisory
Council with the
concurrence of the Commission.
I C. Terms of Council Members
1- Term of service on the Senior
Citizens Advisory Council shall be for
two
(2) years.
2. The term of each member
shall be limited to two (2) consecutive
terms of service.
3. Initially,
four (4) members shall be appointed for one
(1) year
terms.
4. Initially,
five (5) members shall be appointed for two
(2) year
terms.
5. Upon expiration
of the terms of office for the first appointees,
and from that time
hence, all terms shall consist of two (2) years
of service.
D. Vacancies
1- Resignations
from the Senior Citizens Advisory Council shall be
submitted in writing
to the Chairman, who will then notify the City
Manager.
The Chairman will provide a nominee or a list of nominees
to fill the vacated
position developed from persons suggested by the
Advisory Council.
The list shall be presented to the Mayor by the
City Manager for
consideration.
2. Vacancies
occurring on the Council shall be filled within sixty (60)
days.
I E. Removal from Office
1- Any appointee may be recommended
for removal from membership on the
Council by a majority vote
of the Council. Information regarding
such removal shall be reported,
in writing, to the City Manager, for
ratification by the
City Commission.
2. Three
(3) unauthorized consecutive absenses from regularly scheduled
Council meetings
shall be grounds for removal as a member of the
Council.

ARTICLE IV - OFFICERS AND THEIR DUTIES
A. Chairman and
Vice-Chairman

the Council shall elect from its members a Chairman and Vice-Chairman
at its first regular meeting of each calendar year. The Chairman
and Vice Chairman shall serve for one (1) year.
No persons shall
hold more than two (2) successive one
(1) year terms as Chairman
and/or Vice Chairman.

2.
The Chairman shall preside at all meetings of the Council and shall
exercise the duties normally conferred by parliamentary procedure
upon such officers. The Chairman may call special meetings,
and
generally perform other duties as may be prescribed by Council action.
The Chairman shall initiate items for discussion and recognize all
matters brought up for discussion before the Senior Citizens Advisory
Council.
3.
The Vice-Chairman shall vote as a member of the Council.
4.
The Chairman shall vote only in case of a tie vote.
5.
The Vice-Chairman shall have the authority to act as Chairman in the
absence or disability of the Chairman.
6.
In the event of the absence of the Chairman and Vice-Chairman, the
members of the Council shall select an Acting Chairman.
B. Secretary
to the Council
l.
The Council shall select a Secretary to the Council at its first
regular meeting of each calendar year.
2.
The term of office for Secretary shall be for one (1) year.
3.
The Secretary shall record and transcribe all minutes of the Council
meetings and prepare all correspondence, notices and formal
recommendations as directed by the Chairman.

4.
Copies of all minutes, correspondence, notices and recommendations
shall be forwarded to the City Recreation Director for the City's
permanent files.
ARTICLE V- MEETINGS
A. Schedule of
Meetings
The Council shall
hold regularly scheduled meetings as frequently as
necessary to fulfill
its function.
B. The Chairman
of the Councilor the City Recreation Director shall call
meetings of the Council
as needed.
C. Quorum
A majority of five
(5) voting members shall constitute a quorum.
No
action of the Council
is official unless action is taken by a majority
of members at a properly
called meeting.
D. Open Meetings
and Documents
All meetings,
committee meetings and documents of the Council shall be
open to the public.
E. Rules of Order
Meetings of the Council
shall be conducted according to Robert's Rules
of Order.
The Council shall select a parliamentarian.
ARTICLE VI - FUNCTIONS OF THE ADVISORY COUNCIL
A. The Advisory
Council has the responsiblity to review and analyze the operation I
and management of
the Bozeman Senior Citizens Center.
B. The Council
shall make recommendations concerning the use, management,
operations and rules
of the Center to the City Recreation Director.
C. The Council
shall make recommendations concerning complaints and
grievances by organizations
or individuals to the City Manager through
the City Recreation
Director.

D. The Advisory Council shall make recommendations to the
Recreation
Director and City Manager concerning the needs of the Senior
Citizens.
ARTICLE VII - FUNCTIONS OF THE CITY RECREATION DIRECTOR
A. Recreation Director
1- The City Recreation
Director may attend meetings of the Advisory Council.
I and he shall assist in providing
input to the Advisory Council concerning
the City Commission policies and positions on
the operation of the
Bozeman Senior Citizens Center.
2. The Recreation
Director shall advise the City Manager of all findings
of the Council.
3. The Recreation
Director shall offer recommendations of the City Manager
and the City Commission
to the Advisory Council for their consideration.
B. Coordinator of the Center
1- The City of
Bozeman shall appoint a Coordinator for the Bozeman Senior
Citizens Center.
who shall be ultimately responsible to the City Manager;
the Center Coordinator's
immediate supervisor shall be the City Recreation
Director.
The Advisory Council shall make recommendations to the City
Manager relating
to selection of the Center Coordinator.
a.
The Center Coordinator shall carry out such duties and responsibilities
as determined by the City Manager. with the advice of the Advisory
Council.
b.
The Center Coordinator shall be an appointee of the City of Bozeman.
c.
The Center Coordinator shall attend all regularly-scheduled meetings
of the Senior Citizen Advisory Council.
d.
The City Manager may appoint an interim Senior Center Coordinator.
ARTICLE VIII - OPERATING POLICY
I A. Discrimination Prohibited
No person shall. on the basis of race.
creed. color. age. national origin. sex.
marital status. handicap.
religion. or membership be excluded from participation
in. or be denied the benefits of.
or be subjected to discrimination under any
program or activity emanating from or conducted in the Bozeman
Senior Citizens
Center.
B. Budget and Finance
1- All rents.
fees and miscellaneous revenue derived from use of the Center
shall be timely deposited
with the City Finance Department and credited to
the All-Purpose General
Fund for operation of the Center.
2. Rental charges
and fees for use of the Center shall be established and
determined by the
City Manager. upon recommendation of the Advisory Council.
3. The City Recreation
Director shall prepare an annual budget request for
operation of the
Senior Center facility. which shall be submitted to the
City Manager under
the budgetary guidelines applied to other activities
of the City.
4. The City of
Bozeman may accept gifts or grants of monies. furnishings or
equipment from private
donors for use in Senior Citizen social activities.
All appurtenances
attached to the Senior Center building structure or
affixed to said building
shall be made a permanent part of said building.
All fixtures and
appurtenances utilized in the integral functions and
I operations of the
Center shall be considered permanently affixed to the
building.
C. Building and Grounds Maintenance
1- The City of
Bozeman Park Division shall maintain the Senior Center grounds.
2. The City_of
Bozeman may designate a Building Custodian. who shall be
responsible to the
Center Coordinator. and shall conduct such duties and
responsibilities
as are assigned by the Center Coordinator.

D. Property
1- All property which is installed as a permanent part of the Senior
Citizens Center building shall become property of the City.
2. All property purchased from funds provided by the City of Bozeman
shall remain property of the City.

3. All property donated to the Bozeman Senior Citizen Center shall become
property of the City of Bozeman.
4. All items loaned to the Senior Citizens may remain the property of
the organization or individual loaning the property, as acknowledged
and registered with the Center Coordinator.
5. Property owned by the Senior Center which shall be moved to the
Bozeman Senior Citizens Center building shall remain the property
of the Senior Center, so long as said property is not affixed to
the building and does not appertain to the function of the building.
6. Maintenance of property owned by individuals or groups other than
the City shall be the responsibility of the owner.
7. Maintenance of all property owned by the City shall be the responsibility
of the City.
E. Use of the Bozeman Senior Citizens Center by Senior Citizen groups
1- Senior Citizen organizations using the building shall maintain and
control their own activities and functions within a use schedule
established by the Senior Center Coordinator and City Recreation
Director.
2. Storage space will be provided for Senior Citizen organizations
who wish to keep their equipment or supplies at the Center.
Designation and distribution of storage areas and the assigning

of such areas shall be at the direction of the Recreation
Director. However,
it shall be the responsibility of the
organization to provide their own lockers or containers for such
storage, and to secure such storage areas.
3. Scheduled non-senior functions shall not conflict with scheduled
senior activities.
F. Center Rules
All persons and organizations shall abide by the rules to be established
as determined by the City Recreation Director, City Manager, and the
Senior Citizens Advisory Council.
ARTICLE IX - DOCUMENT AMENDMENT
This document may be amended by resolution of the City Commission.
PASSED AND ADOPTED BY THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, at its regular
meeting held on the 20th day of December, 1978.
