Kukulski, City Manager SUBJECT: Appointment to the Parking Commission MEETING DATE: June 15, 2009 RECOMMENDATION: The Mayor appoints one member to the Parking Commission, with the approval of the Commission. BACKGROUND: There is one vacancy on the Parking Commission that expires on June 30, 2010, and there is one new applicant. The Mayor verbally communicated her desire to appoint Chris Naumann to the Parking Commission. The Bozeman Parking Commission is responsible for managing and regulating public parking in the City's Parking Districts to best serve the needs of its customers: businesses, residents, employees, and visitors. The Parking Commission was created under Section 7-14-46, M.C.A., and Commission Resolution No. 1676, adopted by the City Commission on May 8, 1974, as amended by Commission Resolution No. 1839, adopted by the City Commission on November 24, 1976, and Commission Resolution No. 3803, adopted by the City Commission on June 6, 2005. The Parking Commission is a seven-member administrative board and also advises the Commission regarding parking and fines in the "B-3" zoned area of the city. Under statutory provisions, members of the board are appointed by the Mayor, with the approval of the Commission, to staggered four-year terms. In the past, every effort has been made to appoint business people who have been assessed for SID No. 565, which provided the funding for the four off-street parking lots over which the Parking Commission has control. The Parking Commission has the authority to purchase land and may hold title to that property. Under the provisions of Commission Resolution No. 3803, adopted by the Commission on June 6, 2005, the Parking Commission was given power to regulate off street parking in “B-3” zoning districts and residential parking permit areas only. The Parking Commission is currently overseeing the construction and operation of a 435-space public parking garage in the historic City Center. The garage and the parking districts under the Bozeman Parking Commission's authority shall be managed by a new Parking Manager who is scheduled to be hired in the summer of 2008.
