Ms. Dietrich who works with Rural Family School spoke regarding how fun it is to
collect rain water and water your garden with it and how important education is.
06:50:32 PM Mary Vant Hull, Public Comment
Ms. Vant Hull of 416 East Story spoke regarding private wells throughout town in the
past for watering gardens and wonders if the city would be interested in encouraging that
in some areas. She also spoke regarding encouraging the use of gray water in new
building.

Ms. Rupp of 221 Lindley Place said she is delighted that the Commission is entertaining
a moderately in depth presentation regarding the first year of the water conservation
program and the direction it appears to be taking. She spoke regarding the integrated water resources plan and the steps that will need to be taken in the future to move it
forward. She encouraged the Commission to continue to entertain those steps as they
become more difficult and costly.

Ms. Dietrich of 120 East Story Street spoke regarding a sewer backup that occurred in
their basement and said she is celebrating that the city has money to work on the sewer
line. She also spoke regarding the need for democracy and that she wants to know why a non response on the protest form is a vote for support.

Ms. Gerhew and her husband Greggory Wagner of 18 East Story Street and her relative
Joan Wager of 503 South Black Avenue are opposed to the SID but did not turn in a formal protest.

Ms. Chandler of 108 East Story said she is in favor of the SID because the road is in
horrible shape but she feels that the process is undemocratic and provided reasons why
she feels that way.

Mr. Chase of 433 South Black Avenue said there has been consternation regarding the
process and how landowners were presented with this plan and feels there was not
enough input garnered from the neighborhood. He also spoke regarding many owners not
wanting parking on both sides of the street and the speed of cars going down the street.

Ms. Edsall of 130 East Story spoke regarding the speed cars travel on this street and how
many people use the street that do not live there. She also said that if we only allow
parking on one side of the street, that the city figures out a way to slow drivers down. She asked that the Commissioners take more time to look at what the price adjustment might
be for additional slowing measures.

Ms. Vant Hull of 416 East Story Street spoke regarding neighbors that had indicated to her that they would have turned in protests but missed the deadline. She read further
reasons why the commission should not pass this SID now. She also feels the traffic
study was flawed.

09:43:42 PM Matt Sease, Public Comment Mr. Sease a hotel manager and President of the Local Lodging Association of Bozeman and Belgrade and the Treasurer of the Montana Lodging and Hospitality Association said
the TBID assessment is for marketing. Taking a straw poll within the Association, he has
only heard one hotelier in opposition. This benefits the Belgrade hotels as well.

1. Cr. Mehl spoke regarding affordable housing.
2. The Commission agreed to meeting at 5 p.m. for the next meeting.
3. Mayor Krauss said he will be flying in the same day as the next meeting
so he will hopefully be back in time for the meeting as long as his flight is
not delayed.
4. Aimee Brunckhorst announced that City Clerk Stacy Ulmen has become
President of the Montana Municipal Clerks, Treasurers and Finance
Officers Association. It is also Clerk’s Week and the clerks will be at the
Clerks Institute in Billings all this week.
I. Adjournment The Mayor adjourned the meeting at 10 p.m.
