COMMISSION MEMORANDUM
To: Mayor Jacobson and City Commissioners
From: Chris Naumann, Executive Director
Re: Downtown IDB-TIF Board Appointment
Meeting Date: May 18, 2009
RECOMMENDATION: The TIF Board would like to recommend appointing Bill Stoddart to
the non-voting position with a term to expire in June of 2012. Mr. Stoddart is financial advisor
with DA Davidson & Co. located downtown.
BACKGROUND: The Downtown Tax Increment Finance (TIF) Board consists of 5 voting
members and 2 non-voting members. Historically, newly appointed members have been
designated as non-voting members to give them ample time to understand the purpose and
function of the TIF board, the Urban Renewal Plan, and its associated projects.
It has been intent of the TIF Board to attract an applicant from the downtown financial
community as their expertise in monetary matters would benefit the board and the district.
EFFECTS: This action would ensure the TIF Board consists of at least one but not
more than seven non-voting members. As a result of this action, the TIF Board would have one
remaining non-voting vacancy.
ALTERNATIVES: As suggested by the Mayor or City Commissioners
