SUBJECT: Appointment to the Downtown Business Improvement District Board
(BID)
MEETING DATE: November 8, 2010

RECOMMENDATION: Appoint one new member to the Downtown Business Improvement
District Board (BID).
BACKGROUND: One member recently resigned from the BID due to relocation. One new
application has been received. The board has recommended the appointment of this applicant.
Montana Code stipulates that BID Board members be owners of property within the district. In the past however applicants have been appointed to the board as "property owner
representatives" because their property title named a corporation as the owner rather than the
individual.
Created by Resolution No. 3361 and Ordinance No. 1517, per MCA 7-12-1121, on May 15, 2000, this district shall have duration of ten years. The board shall be comprised of not less than
five, nor more than seven, owners of property within the district. Three of the members who are
first appointed must be designated to serve for a one, two, or three-year term from the date of
their appointments and two must be designated to serve for a four-year term from the date of
their appointments. After initial appointment, members must be reappointed for a four-year term.
The BID currently has one vacancy and one new applicant.

Re: Downtown BID Board Appointment
Meeting Date: November 8, 2010
RECOMMENDATION: On behalf of the BID Board, I would like to recommend appointing
Steve Stinson to the position on the Downtown BID Board with a term to expire in June of 2013. Mr. Stinson represents Wells Fargo Bank which owns downtown property at 201 West Main
Street.
BACKGROUND: As required by Montana Code, the Downtown Business
Improvement District (BID) Board shall be comprised of not less than five, nor more than seven, owners of property within the district.
EFFECTS: This action would fill the vacancy created by the resignation of Don
McLaughlin for a term to expire in June of 2013. The appointment of Mr. Stinson will fill the only
vacant seat on this seven person board.
