SUMMARY OF PROFESSIONAL EXPERIENCE
Dr. Houston has worked in international public health and epidemiology for the past
20 years, following clinical practice in rural settings. Dr. Houston has focused on
maternal and child health; nutrition; infectious diseases; and community-based
approaches; with an emphasis on monitoring and evaluation and program design. He
was resident in Nepal from 1983-1989, and has worked for a similar period in
Zambia. He has worked extensively in both Africa and Asia, and is currently
involved with several ongoing projects.

Consultant on monitoring issues for vitamin A programs, addressing global policy issues, and
providing short-term technical assistance to A2Z focus countries (India, Tanzania). Serve as IDD
specialist, working collaboratively with UNICEF and USAID. Assist with development and updating
of monitoring tools for vitamin A, iron and iodine programs. Facilitator for IDD monitoring workshops
in a variety of Central Asian countries in collaboration with UNICEF and CDC. Assist with
development of a micronutrient program assessment too].

JOHN SNOW INC.through USAID/NEPAL FAMILY HEALTH PROJECT(NFHP): Assisted Nepal Technical
Advisory Group (NTAG) with monitoring issues for the national vitamin A supplement program, and
NFHP with monitoring of the project as a whole, with technical input provided from 1996 to present.
Involved with community-based management of pneumonia program supported by NFHP. This work
stimulated partnership with JSI/Ethiopia, and resulted in consultancy to improve community-based
programming through JSI project there.
GATES FOUNDATION SNL FUNDS,JSI/NEPAL, SCF;CURRENT:
Technical advisor for MINI project in Nepal--designed to examine community-based classification
and initiation of treatment for suspected neonatal sepsis. Consultant to SNL for the evolving maternal
and newborn programs in Africa and Asia, including project proposal review
BASICS;2005-2007
Serve as editor for developing a guide on clinical case management; Consultant on child survival and
implementation of community-based programs in BASICs focus countries(Ethiopia).
Through 2006, ISTI employee (50%), working primarily with the MOST project focusing on
strengthening the monitoring aspect of the vitamin A capsule distribution program in Nepal, Zambia,
Ghana, and other countries; on evaluation and monitoring of salt iodization programs; and on
integrated monitoring strategies for micronutrient programs. This involves program assessments,
developing workshops and in-country training efforts, development of program materials and assisting
with policy development. Recent work with IUD program assessment (Moldova, Bulgaria, Central
Asia)for MOST.
Consultant for current USAID JSI project in Nepal focusing on monitoring aspects of the child survival
program, including work with community-based IMCI and ARI treatment program. Recently
completed a review of the history of the Nepal ARI program. Assistance with early development of
management of neonatal infection as part of Saving Newborn Lives initiative.
Assistance with baseline survey analysis and intervention strategy development for Environmental
Health Project on infectious disease in Nepal. Summary review of evolution of intervention strategy
and program monitoring indicators.

Part-time assistant professor at Emory University
Part of Gates grant for elimination of lymphatic filariasis, partnering with CDC, the Carter Center, and
Emory in addition to a range of global partners including WHO, G1axoSmithKline, Merck and
Liverpool School of Tropical Medicine. Focus on addition of DEC to salt as an important intervention
for this elimination effort. Technical assistance to DEC-salt filariasis effort in Guyana.

As an original team member, helped establish a combined Emory School of Public Health, CDC, and
Carter Center Task Force for Child Survival initiative supporting global efforts in eliminating
micronutrient malnutrition. Responsibilities included epidemiology and operational research for the
Program Against Micronutrient Malnutrition (PAMM), coordinating training programs for
international participants, and providing international technical assistance for micronutrient programs,
including surveillance and monitoring. Additional duties included supervising M.P.H. students and
teaching at both the school of public health and medical school.

Provided technical assistance to the Ministry of Health of Nepal on control of diarrheal disease,
including assisting with development of overall national health policies, developing evaluation and
monitoring programs, and developing work plans. In addition, part of team that conducted three-year
research project on community-based antibiotic treatment of acute respiratory disease in children,
developed surveillance tools for oral rehydration intervention and developed training programs for
community health worker interventions in diarrheal disease and acute respiratory illness in children.

From 1989 to the present, provided international short-term technical assistance in micronutrient
malnutrition program assessment and monitoring, child survival program development, and vector-
born disease programs in Asia, Africa, Central Europe, the Pacific and the Americas. Funding
agencies included UNICEF,USAID, CIDA,GTZ-SEAMEO-TROPMED and the World Bank. Key
recent project include:
• Technical assistance to UNICEF for assistance to the Government of Bangladesh in
developing their neonatal health strategy
• Technical assistance to UNICEF for an evaluation of their growth monitoring effort in Nepal
• Assistance to the USAID IYCN project in development of their monitoring and evaluation
plan
• Under ISTI, assisting the World Bank with a report on the prevalence of disabilities, and
efforts to establish rehabilitation services
• Technical assistance on vitamin A program monitoring in Nepal, India,Tanzania,and Zambia
• Technical assistance for monitoring of community-based child survival interventions in

• Developed monitoring training manuals for salt iodization and vitamin A supplement
programs(Micronutrient Initiative,Canada;USAID; UNICEF).
• Development of lessons learned document for Zambia on introduction of the minimum
nutrition package(MINPAK), and for Nepal Vitamin A Program,(USAID/OMNI)
• Past work includes: work with the ministry of health in the Republic of Georgia on
establishment of a sustainable salt iodization program; assisting the MOH in strengthening
micronutrient programs in Indonesia,Madagascar,Philippines,and Tanzania.
