SUBJECT: Recommendation for FY15 / FY16 CTEP projects

RECOMMENDATION: Approve the list of CTEP projects for FY15 and FY16, as
recommended, authorizing staff to make application to CTEP for all approved projects.
BACKGROUND: The Community Transportation Enhancement Project (CTEP) was a
federally funded program that provided funding each year for qualifying projects. Bozeman
currently has approximately $246,500 in CTEP funding unallocated to any project. CTEP
funding requires a 13.42% local match. In 2013, the CTEP program was abandoned for a new program called Transportation Alternatives (TA). Bozeman has been allowed to continue to use
up any CTEP funds that were unspent as the program expires.
Currently, Bozeman has a major CTEP project out for bid. This project includes multiple sites
that have missing sidewalks or deficient pedestrian ramps. This project has already been budgeted and the funds have been allocated through a previous commission action. The funds
for the current project are not included in the $246,500 referenced above.
The administrators of the CTEP program have recently requested that the remaining funds be
allocated before June 1, 2014 to assure they are used by the communities they were originally designated for.
City staff has worked with multiple groups within the community to assure the community’s
needs are being met with this final request. The list of projects being recommended by staff is a result of working with representatives from:
• Montana Department of Transportation (MDT)
• Downtown Bozeman Partnership
• Bozeman Pedestrian and Traffic Safety Committee
• Bozeman Bicycle Advisory Board

• City Engineering staff
• City Street Superintendent
• City GIS staff
• City Planning staff
• City Parks and Recreation Director
City staff solicited project ideas and input from a variety of interest groups and individuals. Staff
also considered documents such as the Bozeman PROST Plan, Pedestrian and Traffic Study,
Bozeman Sidewalk and Curb project list, Commission Work Plan, Bozeman CIP Plan, and the
N. 7th Urban Renewal District Improvements project list.
The projects being recommended were selected using the following criteria;
• Level of use
• Ability to complete connections
• Opportunity to work with partners
• Amount of unallocated CTEP funding available
Below is the list and description of the recommended CTEP projects for FY15 / FY16:
1) Ten foot shared use pathway N. 19th Avenue ($100,000)
• The existing ten foot pathway along N. 19th Avenue has four locations in which the pathway is missing. These missing sections of pathway have been identified as a key priority to make this pathway more usable for non-vehicular traffic for this corridor.
2) Safe Routes to Schools Curbing north side of College St. from Tracy to Black Ave. ($20,616)
• Safe Routes to School has worked with CTEP, the City of Bozeman, and the Bozeman School District to coordinate the installation of curb and sidewalk along College Street from Tracy Ave. to Black Ave. They have requested $20,616 to complete the curbing
portion of this project.
3) Way-finding signage ($75,000)
• The City of Bozeman, the Downtown Bozeman Partnership, MSU, and others have worked together in organizing uniform way-finding signage for some of the core
facilities within Bozeman. This $75,000 allocation would require additional matching
funds from outside sources to fully implement. 4) Replacement of deficient accessible curbs and striped crosswalks ($50,884)
• In an ongoing campaign, the City of Bozeman has replaced deficient accessible curbs
and striped crosswalks. Currently there are more deficient pedestrian ramps than there are funds available for replacement. Any funds remaining in CTEP would go towards the replacement of the deficient pedestrian ramps. The following is a list of some
intersections that have been identified that need the pedestrian ramps to be replaced:
i. 10th and College ii. 12th and Story iii. 12th and Dickerson

iv. 13th and Story
v. 13th and Dickerson
vi. 14th and Story vii. 14th and Dickerson viii. 9th and College
ix. 10th and Alderson
x. 13th and College
Staff had multiple projects to consider for this final CTEP request. Unfortunately, the demand far outweighed the funding. The other projects that have been considered for funding are as
follows:
1. Shoulder Bike Path along Kagy between 11th and 19th.
2. Sidewalks – Babcock Street between 19th and 11th.
3. College Street on north side from 13th to 19th.
4. Pathway – Mall through south end of Bozeman Pond.
5. Bike/Ped pathway to “M”.
6. Bike/Ped pathway – Huffine to Four-Corners.
7. Bike/Ped pathway along 19th to Hyalite.
8. Bike/Ped pathway along Frontage Road.
9. Mendenhall and Babcock streetscape improvements cost-share with DBA.
10. Bronken Park pathway – along west side of Cottonwood and Durston
11. Sidewalk – Davis Street east of N. Wallace.
12. Sidewalk – S. Black south of W. Harrison.
13. Sidewalk – S. 5th south of Tamarack.
14. Sidewalk – Highland Blvd. north of Kagy (east side).
15. Sidewalk – 5th Street north of Peach.
16. Sidewalk – Short Street 3rd Ave to 4th Ave.
17. Shared use path from Oak Street to Story Mill Road.
18. Sidewalk – Durston Road from New Holland to Meagher.
UNRESOLVED ISSUES: None ALTERNATIVES: Complete as many approved projects as funding allows as directed by
the City Commission.
FISCAL EFFECTS: As stated earlier, the City has a current balance of approximately $246,500
in unallocated CTEP funding. A 13.42% match is required on all CTEP projects.
Based on $246,500, the City’s 13.42% obligation would be approximately $33,000.
Matching funds for CTEP projects are budgeted from the City’s General Fund. The CTEP matching fund has enough to cover all required local matches for this CTEP request and all
current CTEP projects under construction.
