Dear commissioners,
This is my second letter. Please do not pass an NDO in any form. This is creating an ordinance to
protect BEHAVIOR. The present civil rights laws protect homosexuals as people. An NDO would be
protecting homosexual behavior by anyone - not just those who have a same-sex orientation. That is
not a civil right. That is legislating a behavior and forcing those who, for whatever reason, believe it is
wrong to accept it also. You cannot create enough exemptions; exemptions only create loopholes.
In addition, please imagine the issues you CREATE for employers who do not believe an applicant is
qualified for the job, regardless of his/her sexual orientation. But the applicant is a homosexual and
accuses the employer of discrimination. How does the employer fight that? Is the employer's word
enough--that the decision was simply because the applicant was not qualified? Please do not create
an ordinance that does not fix anything that is broken and breaks what is whole.
