The City Commission has been asked and is now considering a non-discrimination ordinance. Helena and Missoula have al-
ready passed non-discrimination ordinances which contain no exception for rights of conscience, religion, speech, or thought.
Non-discrimination ordinances mandate acceptance of conduct contrary to the mores of many citizens of the City. Such ordi-
nances have a chilling effect on the free flow of discussion, belief, thought, conduct, conversation, and reflection that people
