RECOMMENDATION: Authorize the City Manager to sign the Notice of Award to Williams
Civil Construction for the Total Base Bid in the amount of $526,812.00.
BACKGROUND: Attached is a copy of the Notice of Award for the above referenced project. The project generally involves replacement of existing mains, valves, fittings and appurtenances
on Montana Avenue from Beall Street to Aspen Street and on Peach Street from Rouse Avenue
to Montana Avenue. In addition to the main replacements, the project also includes replacement
of existing services on Rouse Avenue from Bond Street to Griffin Drive in anticipation of the road reconstruction, and the replacement of a leaking valve at 19th and Main. The contract is to
be completed within 75 days of the issuance of the notice to proceed.
Bids for the above-referenced project were opened on April 15, 2014 with 3 bids being
submitted. The low bid was submitted by Williams Civil Construction in the amount of
$526,812.00. The Bid Tabulation for the project is attached. The project is funded in the water fund in the current fiscal year.
UNRESOLVED ISSUES: None
ALTERNATIVES: Disapprove
FISCAL EFFECTS: The project is fully funded in the water fund for this fiscal year.

CONTRACT FOR: Total Base Bid
You are notified that your Bid opened on April 15, 2014, for the above Contract has been considered. You are the
apparent Successful Bidder and have been awarded a Contract for the: 2014 Water Renovations Project. The Contract
Price of your Contract is: Five Hundred Twenty Six Thousand Eight Hundred Twelve Dollars ($ 526,812.00).
Five (5) copies of each of the proposed Contract Documents (except Drawings) accompany this Notice of Award. Three
(3) sets of the Drawings will be delivered separately or otherwise made available to you immediately.
You must comply with the following conditions precedent within fifteen (15) days of the date of this Notice of Award,
that is, by _______________.
1. You must deliver to the OWNER Five (5) fully executed counterparts of the Agreement including all the
Contract Documents and Drawings.
2. You must deliver with the executed Agreement the Contract Security (Bonds) as specified in the Instruction to
Bidders (Article 20), and the General Conditions (paragraph 5.01).
3. List other conditions precedent:
You must deliver with the executed Agreement the Certificates of Insurance as specified in the General
Conditions (Article 5) and Supplementary Conditions (paragraphs SC-5.04 and SC-5.06).
Failure to comply with these conditions within the time specified will entitle OWNER to consider your Bid abandoned, to
annul this Notice of Award, and to declare your Bid Security forfeited.
Within ten (10) days after you comply with these conditions, OWNER will return to you two fully signed counterpart of
the Agreement with the Contract Documents attached.
