Motion: Boardmember Dodge motioned to approve the minutes.

• Ellie Staley,Adopt a Park Committee
o would like to get recognition for groups helping with the parks in Bozeman
o see if anyone wants to join the committee to make this happen
o first step is signage recognizing groups
-then get it online for other groups to be able to adopt parks
0 12 or so groups already involved
-Rotary, GVLT, Lions Club, Boy Scouts, and more
o Director Overton:there should be a minimum standard to officially"adopt" a park and get
a sign
-physical cleanup, smaller maintenance activities
-4 days minimum per year commitment,for example
-Adopt a Park committee would utilize the Beautification Board for outreach,etc.
o good to recognize groups already helping with parks
o Boardmember Dodge: is there a central place if you are interested in the program,where
do you sign up?
-Superintendent White has provided the spreadsheet to Adopt a Park
• Ted Conover, Bozeman Deaconess Hospital Medical Office Building 5
o hospital wants vertical footage for new building, complex is already spread out
-adding two stories from the original plan:was three stories, now five
o Boardmember Cook: how does it relate to "Condition 21"?
-Boardmember Dodge has been to the site, doesn't see it impacting the park, but would
still recommend the Recreation & Parks board visiting the site
o would be around the same height as Highland Park 4
o Boardmember Cook motions to approve the new recommendation of hospital plan for this
building, Chairman Wade and Boardmember Dodge second
0:26:54—Item #4—TOP Committee Report-Sandy Dodge:
• 2/19 onsite meeting for the Sports Complex, met at Baxter Meadows park
0 80 acres for$2 million, around $25,000 per acre
o excellent location
-flat, no creek running through it
-lack of snow
-close to freeway access, hotels, restaurants
o infrastructure improvements needed
-Cottonwood and Oak streets do not exist and Flanders Mill and Baxter need upgrades
o ROW issues with underground pipeline running North-South and Farmer's Canal running
along Flander's Mill Road

• 3/6 Sports Complex presentation
0 100 emails of public input,96%in favor of project
0 originally looking for$8.9 million, presenters lowered their request to $7.5 million from
TOP, exactly half the entire bond fund
-new request is based on more conservative development cost estimates
o estimated economic benefit to the Bozeman community is$3.7 million per year
o infrastructure costs came in at$4.33 million, not included in the request
-total cost to city now sits at$11.8 million: $2 million for land, $4.3 million for
infrastructure,$5.5 million for development
-soccer group will contribute$500,000
o Boardmember Cook:feels like the city needs to contribute more to this project
-many feel the phases need to be smaller
-more steps to eventually reach end goal, less in phase 1
-Director Overton:there is more collaboration going on between the City and the group
requesting the bond money than some may realize
• so far the city has approved just over$2 million for the Trail to the M, Bozeman Creek
Enhancement, and Bozeman Ponds expansion
o TPL request$4.5 million for Story Mill project goes before the commission on 3/24 with
TOP recommendation for full funding-this would leave around$8.5 million
-one dissenting committee member recommending that the commission wait to approve
Story Mill project until they see the costs of the Sports Complex
o Sports Complex to be vetted by TOP on 3/20
-commission will hear Sports Complex proposal on 4/7
• Bozeman Creek Enhancement Project
o one of the landowners bordering the creek who verbally agreed to the project has now
objected in writing
0:57:51—Item#—Committee Reports: Subdivision Review-Sandy Dodge
• Baxter Meadows
o build-out of three phases of the original Baxter Meadows PUD
o all of the existing parkland has been assigned to previous phases
o they are requesting two small parks and cash-in-lieu for the balance
o subdivision review would prefer one larger park
o the design of the existing park lacks street frontage and their commercial buildings have
insufficient parking and front on the park
• Legends at Bridger Creek II
o new design calls for lots along the north of Boylan Dr.
-there is no justification for planning department to object to this
o the backs of these lots will border the trail and that is ok
-no street frontage restrictions on linear parks
o we suggested that they use fencing and landscaping to avoid conflicts and encroachment
issues
• Boulder Creek ZMA
o their layout has been seriously reworked
o plans to fill in the pond have been scrapped
o they now want to put lots in along the east end of the park
o they will be assessed a street frontage penalty which we recommended be in the form of
park improvements
• Westbrook
o also a Laurel Glen spinoff

-maybe a climbing boulder?
1:10:13—Item#6—Committee Reports: Park !blaster Planning- Director Overton:
• Park Master Planning Procedure, codified process
• inserted some new revisions
• Boardmember Cook motions to accept draft version 1.4
-Boardmember Close seconds, all in favor
1:12:08—Item #7—Parks& Recreation Dept. Report- Director Overton:
• summer brochure was published on March 2
-Recreation& Parks board member names were listed for the first time
• had operating budget presentations to the city manager, assistant city manager, and finance
• Commission topic dates: 3/24 TPL,4/7 Sports Complex,4/21 aquatics facility
• Aquatics: MM&W and YMCA's CTA Architects in discussion
-met with county commissioners
-"olive branch" offered for regional park partnership with the county, city, and the YMCA
-county not interested, "not a good fit" for the regional park
-renderings on both parcel options
-bid awarded for Bogert boiler replacement
-still open for bid for drain replacement
-training staff on open water for the East Gallatin Recreation Area if Bogert has to close in summer
• summer staff jobs posted for parks, aquatics,forestry, recreation,cemetary

-the Darden Group, which owns restaurant chains Olive Garden and Red Lobster, have offered a
grant opportunity for$10,000 for community gardens
-is there a 501(c)3 non-profit park group who could accept a grant like this?
-Boardmember Close:the Garden Club has been waiting on their 501(c)3 status for a year,
could call Bill Hayworth,their accountant
-Boardmember Cook:TPL and the Story Mill project could utilize that grant
-Boardmember Dodge:technically the City could accept this grant as a 501(c)3, so could
GVLT
