My angle is different I think that the methodology being used by the City is not equitable. The calculation is based on the number of property owners, but some property owners have multiple dwellings. The costs would be fair if the assessment was based on the number of dwellings on E Story. l did an informal Dwelling Count. If a property with an extra dwelling was located on a corner I did not include the dwelling that faced a different street. My total count of dwellings between Church and Tracy is 73. Fifty percent of the total projected construction costs is $281,080.00, see the following: Property Owners Owner/Dwellings Cost Each Savings for Single Costs at 50% Dwellings $281,080.00 39 Properties $7,207. 88 -0- $281,080.00 73 Dwellings $3,850.41 $3,356.00 This method is fair to our neighborhood and makes it easier for me to attend the parties we have from time to time. .,►' err r Sideswiped car on Bozeman Ave., it has been in this condition for about a month. According to the engineering department, Bozeman Ave. is 33 feet wide. The proposed width of E Story will be 31 feet or 2 feet narrower. Also notice the location of the vehicle it is 42 inches from the face of the curb. At the time this car was parked the snow was piled to high for the vehicle to get any closer. The thing that concerns me is how this road affects emergency vehicle access. Also when I went house to house the majority of the property owners were in agreement. I think having more visibility and room to maneuver a vehicle is safer than having more cars. I also think the city should consider a different approach to snow removal allowing cars to park on the opposite side of the road after it is cleared and then have the plows come and clear the opposite/parking side of the following day, it would extend the life of the road and be safer maneuvering vehicles and provide better access unlike what the pictures above illustrate. Comments/questions for your consideration: 1. Is there impact fee money contributed to the reconstruction costs? 2. 1 believe the traffic count is flawed and the count should be much higher. 3. Why does the road width need to be changed from 29 feet to 31 feet? 4. Can Property Owners get a credit applied to the tree damaged sidewalks? I prefer to install my complete sidewalk at one time rather than using the proposed patchwork approach. The patchwork approach prevents me from installing radiant snowmelt loop. 5. Other methods of traffic calming should be considered, e.g. 4 way stop at Black and Story or leave the dip at Bozeman Ave. and add another dip at Black? Or a sensor activated grappling hook that automatically grabs the rear axel of a speeding vehicle O 6. 1 think the methodology is flawed and the costs are unreasonably high 7. We prefer the road with to remain as is or reduce the width as a traffic calming measure 8. It is wrong for 9(?) property owners to pay for a new sewer main this should be paid by the city
