After looking at the revised plat map you sent me this is what I recommend regarding mail delivery for said development. The developer would provide Centralized Box Units to be placed at suggested locations throughout the development. I have figured the need for 1- 8 unit CBU, 5- 12 unit CBU's and 1- 16 unit CBU. The locations I am suggesting would be as such: 1- 16 unit CBU in the Common Open Space on the east side of Abigail Lane, 2- 12 unit CBU's in the Common Open Space on the south side of Immanuel Way, 1-12 unit CBU and 1-8 unit CBU in the Common Open Space on the south side of Glenwood Drive and 2- 12 unit CBU's in the Common Open Space on the north side of Glenkirk Drive. The pad sites would also be provided by the developer. We can look at determining the final and actual pad site locations as the project develops. SHPO Project#: 2013111403 Dear Mr. Balch: I have conducted a cultural resource file search for the above-cited project located in Section 4, T2S R5E. According to our records there have been no previously recorded sites within the designated search locales. The absence of cultural properties in the area does not mean that they do not exist but rather may reflect the absence of any previous cultural resource inventory in the area, as our records indicated none. It is SHPO's position that any structure over fifty years of age is considered historic and is potentially eligible for listing on the National Register of Historic Places. The Montana Cadastral website shows a few structures that are over fifty years of age. If any of these structures are to be altered and are over fifty years old we would recommend that they be recorded and a determination of their eligibility be made prior to any disturbance. Based on the lack of previous inventory, the existing structures, and the ground disturbance required by this undertaking we feel that this project has the potential to impact cultural properties. We, therefore, recommend that a cultural resource inventory be conducted in order to determine whether or not sites exist and if they will be impacted. This project is to allow the subdivision of approximately 34 acres in T2S, RSE, Section 4 into 77 single-family lots. The general location falls north of Durston and east of Laurel Parkway. We wrote a letter dated 7/31/13 in which we requested planners do their utmost to maintain these old cottonwood stands in their designs. Especially after recent removal of other nearby large cottonwoods (i.e., near Meadowlark Elementary),these trees may become even more important to foraging and nesting raptors. This request appears to have not been entirely accommodated. Although we applaud the inclusion of open space along Baxter Creek, which will maintain some cottonwoods and willows, the design of lots 9, 10, 11, and 12 appear to be in conflict with the presence of several large trees planted around the current building structure. We would encourage the engineers and planners to consider larger lot sizes around the existing house and outbuildings to encourage the maintenance of this shelter belt. , Please let us know if you Nvould like any additional information or clarification. This project is to allow the subdivision of approximately 34 acres in T2S,R5E. Section 4 into 77 single:-family lots. The general location falls north of Durston and east of Laurel Parkway. The empty lot contains several old cottonwood trees which serve as raptor nesting and perching areas. Although no bald eagle nests are currently known in the area,bald eagles and red-tailed hawks do frequent the general area. Developers should do their utmost to maintain these old cottonwood stands in their designs. Especially after recent rcmoval of other neaeby large cottonwoods, these may become even more important to foraging and nesting raptors in the future. Besides concerns regarding raptors, this development should have negligible effects to other species of wildlife based on its location relative to other developments. White-tailed deer, pheasants, foxes, and ground squirrels may also be present and displaced,but thew;are not population-level concerns. Our principal concerns for impacts to fish at this time are generic to this type of development and its potential to harm local waterways. In general you should plan to avoid any activity(road building and associated infia3tructure, house construction,utility placement) near surface waters that might destabilize existing channel configurations. You%yill want to avoid disturbing riparian or wetland vegetation. And you will want to avoid situations that might deliver pollutants to surface waters as can happen for example when paved surfaces concentrate oil or other petroleum products that can be washed into channels by rain or snowmelt. Drainage within the subdivision is a critical consideration to avoid increasing sediment or other contaminants that might be delivered to local waterways. Our other main concern is to prevent localized stream. disturbances during construction. We anticipate that your construction plans will include actions to reduce or mitigate sediment delivery, and to prevent discharges of petroleum products or other hannful substances into nearby ditches, or to lands capable of delivering these: substances to nearby waterways. An important project goal should be to ensure that the completed subdivision poses no direct or persistent environmental threat to the local watershed. We would like to provide Charter services to these proposed subdivisions however I cannot guarantee our services due to necessary cost approvals within our company that will corne closer to the beginning of the project. My request to best facilitate this process is to keep in contact with me as things progress. Before I design our services into the area's I would request a design of the power and gas routes for Northwestern Energy. The reason for this is that we follow the same routes, often using the same trench's to minimize costs as well as keep our pedestal locations the same. If any culverts are necessary, I would request a minimum 6" culvert specific for Charter only to accommodate any necessary piping we need to get through the culvert area's). These services can be provided in accordance with applicable Montana Public Services rules and regulations and the current Northwestern Energy tariff schedule. Northwestern Energy shall determine the locations of all transformers and underground lines and equipment to provide for maintenance and installation. We would expect that 63 single family housing units and 33 multi-family units would generate the following students: ♦ Pre-K-5 18 Students ♦ 6-8 9 Students ♦ 9-12 12 Students As of this date, the proposed development will be in the Meadowlark Elementary School, Chief Joseph Middle School and Bozeman High School attendance areas. Population growth and demographic shifts in the future may necessitate boundary realignments to existing schools which could modify the designated attending schools. Similarly, if a designated school attendance area's student population exceeds the school's capacity; attendance at an alternate school may be required. Infrastructure, such as sidewalks, should be constructed for the entire project irrespective of when actual homes are developed to provide a Safe Route to School pathway for students to safely traverse the developed and existing roadways.
