CALL TO ORDER AND ATTENDANCE Chairperson Pentecost called the meeting of the Design Review Board to order at 5:38 p.m. in the upstairs conference room of the Alfred Stiff Professional Building, 20 East Olive Street, Bozeman, Montana and took the attendance. MINUTES OF JUNE 26, 2013 The board unanimously approved the minutes. ITEM 3. PROJECT REVIEW 1. Ellis View Estates Preliminary Plan PUD #Z-13131 (Saunders) (Continued from 6/26/13) 3601 Good Medicine Way * A Planned Unit Development Application to allow the development of 5.010 acres for a residential lot and open space in conjunction with a Preliminary Plat. City Policy and Planning Division Manager Saunders presented the application. Applicant Greg Steckler did not offer additional comment. Questions from the Board included trees/landscaping, spacing/setback between the houses on lots 8 and 9, Good Medicine Way cul de sac, distance between loops, open space on ends/fire circulation. Board discussion included: fences and open space location and arrangement in the covenants, intersection lights, possible fence character and relationship to fencing on Sundance Springs. A motion was made to recommend approval of the application with conditions as recommended by staff. An amendment to the motion was made and seconded to require fencing to not exceed four feet in height within the development to address the visual perception of open space and how the project integrated to adjacent development and the motion carried unanimously. The main motion and the amendment each carried unanimously. 2. Town Pump #8 CUP/COA (Saunders) 5050 Cottonwood Road * A Conditional Use Permit with a Certificate of Appropriateness for the construction of a fueling station, canopy and convenience store. City Policy and Planning Division Manager Saunders presented the application. The board asked questions concerning the angled entry from Huffine, undisturbed native area, and whether all the pumps would be constructed at once. Discussion items included spandrel glass, painting of utilities cabinets, “franchise architecture” look, utility screening, examples of windows that aren’t display cases, 3D image, and ways to add local interest. Board member Bechtel moved to approve the project with staff recommendations. Board Member Banziger seconded the motion. The Board voted 3 to 2 to approve. ITEM 4. PUBLIC COMMENT (15 – 20 minutes) {Limited to any public matter, within the jurisdiction of the Design Review Board, not on this agenda.
