The proposal would provide a wide range of recreational uses for a broad spectrum of the population and meets all of the top priorities of the Trails,Open Space and Parks Bond. The Park will preserve wildlife habitat, create new trail connections, and serve as a valuable resource for improving water quality for the Gallatin River Watershed. In light of the significant funding from TPL($ 3.75 M),the project would yield an excellent value in enhancing the quality of life in Bozeman and preserving a unique natural landscape. NN / INTO A NEW CITY PARK. WHEREAS,five years ago,the 54-acre property near the old Story WHEREAS, funding for the new park could come from the TOP Mill in the northeast section of Bozeman["the Story Mill property"] parks and trails bond pending citizen advisory board and city was planned for a large development of 1,200 residences approval and would be matched by private and public donations along with commercial development, but those plans collapsed for park development and improvements;and into bankruptcy in the economic recession and American Bank foreclosed on the property;and WHEREAS, the Trust for Public Land is the leading nonprofit working to conserve land for people, with 30+offices nationwide WHEREAS, American Bank had several opportunities to and having already protected more than 3 million acres from the subsequently sell the site in pieces;and inner city to the wilderness and helped generate more than $34 WHEREAS, the Trust for Public Land presented American Bank billion in public funds for conservation; with the only plan that maximizes the value of the property for the NOW THEREFORE BE IT RESOLVED, Bozeman's Northeast community; and Neighborhood Association urges the Bozeman City Commission to approve the allocation of the funds necessary through the TOP WHEREAS,the Trust for Public Land and American Bank reached program to acquire the 54-acre Story Mill property, currently an agreement that could transform the Story Mill property into a owned by The Trust for Public Lands and to develop the property new city park;and as a new city park for the benefit of the Bozeman community. WHEREAS, this is one of the largest pieces of open land in the PASSED AND ADOPTED by a vote of the Northeast Neighborhood city;and Association,March 13,2014. The Trust for Public Land has created through the development of the Story Mill Community Park proposal overwhelming community support and partnerships. The support and partnerships created demonstrate the value Montanans put on the environment and the quality of life that we enjoy. At DEQ we encourage everyone to share responsibility to protect these values. For this reason,DEQ has made professional time and financial investments in the Story Mill Community Park proposal and remains committed to the success of this project. The Story Mill Community Park provides a unique opportunity to restore and protect a large natural area within Bozeman's city limits for present and future generations. The Montana Department of Environmental Quality supports the Trust for Public Land's goals, vision, and values presented in the Story Mill Community Park proposal. We encourage you as Mayor and Bozeman City Commissioners to approve and support the Story Mill Community Park proposal and create a clean and healthful environment at Story Mill for the benefit of present and future generations_ Thank you for considering this proposal.
