1.0 INTRODUCTION
1.1 PURPOSE AND SCOPE
This report presents the results of our concept-level cost estimating for the proposed Trails, Open
space and Parks (TOP) Sports Complex to be located in Bozeman, Montana. The purpose of the
effort is to present the approximate costs of installing required public water, sewer, street, storm
drainage and ditch infrastructure adjacent to and in proximity to the proposed TOP Sports
Complex (hereafter “site”) bounded by Baxter Lane on the north, Oak Street on the south,
Flanders Mill Road on the east and Cottonwood Road on the west. The site, shown in in Figure 1
is also approximately known as the northern 80 acres of Tract 1A, Certificate of Survey 2554A.
This cost estimate is in accordance with the agreement between TD&H Engineering and the City
of Bozeman dated February 24, 2014.
1.2 PROJECT DESCRIPTION
It is our understanding the proposed project consists of development of a sports complex
including play fields, parking lots, buildings, lighting, and other site related features. This cost
estimate does not include any of those “on-site” facilities. Instead, this document includes costs
for the surrounding and adjacent public infrastructure likely to be required during review of any
development on this property. The required infrastructure includes those identified in the various
master plans listed below.

2.0 MASTER PLANS
2.1 STREETS
2.1.1 Transportation Plan
In 2007, the City of Bozeman had RPA complete an update to the Greater Bozeman Area
Transportation Plan. The plan identifies corridors for future improvements such as
arterial and collector streets, to accommodate projected traffic. For our cost estimates, we
used the classification of street identified in the transportation plan update, and the typical
section constructed adjacent to the site. Figure 2 below shows the improvements
anticipated.
On Baxter Lane, the estimate includes widening to the south to create ½ of the required
minor arterial section. The north ½ has already been constructed. Starting from the
centerline, this estimate includes an 11 foot driving lane, 5 foot bike lane, 8 foot parking
lane and curb, gutter and 6 foot sidewalk on the south side only. Lighting is included at
the intersections and along the street. We also included storm drainage, signage and
striping and pedestrian ramps at the intersections.
On Flanders Mill Road, the estimate includes curb and gutter on both sides of this local
street, two paved driving lanes for a total width of 31 feet (back of curb to back of curb),
and a 6 foot sidewalk on the west side only. This section matches the section constructed
along the east side of the new Meadowlark Elementary School. No lighting is included as
this is only a local street. Intersection lighting is included in the estimates for Oak Street
and Baxter Lane. We also included storm drainage, signage and striping and pedestrian
ramps at the intersections.
The north side of Oak Street would be constructed to ½ of a principal arterial standard.
This would include curb and gutter on both sides of a 32 foot wide paved street (back of
curb to back of curb) and a 6 foot sidewalk on the north side only. There would be a
median in the ultimate build-out, and a matching section to the south, though those
improvements are not included in this estimate. The section proposed for the north ½ of
Oak Street would mirror that constructed in the Flanders Creek subdivision to the
southwest of the TOP Sports Complex site. Lighting is included at the intersections and

along the street. We also included storm drainage, signage and striping and pedestrian
ramps at the intersections.
The estimate for Cottonwood Road also includes ½ of a principal arterial standard. This
would include curb and gutter on both sides of a 32 foot wide paved street (back of curb
to back of curb) and a 6 foot sidewalk on the east side only. There would be a median in
the ultimate build-out, and a matching section to the west, though those improvements
are not included in this estimate. The section proposed for the east ½ of Cottonwood
Road would mirror that constructed in the Flanders Creek subdivision to the southwest of
the TOP Sports Complex site. Lighting is included at the intersections and along the
street. We also included storm drainage, signage and striping and pedestrian ramps at the
intersections.
2.1.2 Traffic Impact Studies
There have been two recent traffic impact studies (TIS) completed for developments
proposed in the vicinity. Both were completed in November 2013. First, the Flanders Mill
subdivision TIS by Marvin and Associates states that no intersection improvements are
necessary as a result of that subdivision. According to that report, all nearby intersections
will continue to operate at acceptable levels of service after construction of that
subdivision.
Second, a TIS was prepared by Abelin Traffic Services for Bouder Creek/Westbrook
Residential Development. That report concluded a four way stop and west bound turn
lane would be necessary at the intersection of Durston Road and Cottonwood Road. They
recommended widening the west leg of that intersection and striping adjustments, in
order to align and handle the anticipated traffic properly. We have included these
intersection improvements in our cost estimates. Specifically, we included paving, curb
and gutter on the south side, storm drainage, lighting, signage and striping. We did not
include any sidewalk improvements or pedestrian ramps.
2.2 SEWER
For purposes of this cost estimate, we used the sewer improvements recommended in the City of
Bozeman Wastewater Facility Plan. Figure 6-2 in the 2005 plan identifies sewer mains needed to
accommodate projected growth. As shown in Figure 3 below, these include a 24 inch sewer main
in Cottonwood Road, and a 27 inch sewer main in Baxter Lane. We included manholes, but did

not include any individual service lines. We should note that there is no 27 inch sewer main to
connect with downstream at this time. The downstream pipe would need to be constructed, along
with a lift station to serve this area of the City. It is beyond the scope of this report to determine
the timing or financing mechanisms needed to complete the projected sewer improvements.
2.3 WATER
For purposes of this cost estimate, we used the improvements recommended in the City of
Bozeman Water Facility Plan. The “20 Year Water Distribution System” map in the 2005 plan
identifies water mains needed to accommodate projected growth. As shown in Figure 3 below,
these include a 12 inch water main in Baxter Lane, of which the eastern half has already been
completed. We made the assumption that a 10 inch water main would be needed in Oak Street
and an 8 inch main would be needed in Cottonwood Road. These pipes would be consistent with
the piping installed in the Flanders Mill subdivision to the west of the sports complex site, and
would complete the grid. We included the usual appurtenances such as valves, fittings and fire
hydrants, but did not include individual service lines.
2.4 STREAM AND DITCH RELOCATIONS
As part of the Flanders Mill Road street improvements described above, the channel along the
west side of the road must be relocated outside the right of way to make room for the street. The
northern 1/3 of the channel is a stream, so relocation will include permitting through the
Conservation District, Montana Department of Fish, Wildlife and Parks and the US Army Corps
of Engineers. Costs associated with the permitting are not specifically included here, although
some design costs have been added to all the infrastructure costs. The southern 2/3 of the channel
is a drainage waste channel that carries runoff that bypasses the Maynard Border pipeline. It
should be noted that the Maynard Border pipeline transects the TOP Sports Complex site, but no
costs for relocation have been included in this report. We assumed the sports facilities could be
situated to avoid the pipeline, or the on-site cost estimates prepared by others would incorporate
any required irrigation pipeline relocation.

3.0 COST ESTIMATES
3.1 INTRODUCTION
The following concept-level cost estimates are based upon historic bid prices received from local
contractors in recent years for similar projects. In some cases, we had to interpolate or
extrapolate from similar work items. This is a common practice. Keep in mind this kind of cost
estimating is not an exact science. Many factors can impact actual construction costs at the time
a project is bid. These include market forces such as availability of materials, labor, equipment,
fuel and many other factors.
The costs presented here are in 2014 dollars, so adjustments should be made for inflation and
other factors if the work is contemplated in future years. We have added a contingency of 20% to
each work item, due to unknowns typically discovered in the design process. As these
improvements have not yet been surveyed or designed, our confidence level is lower than when
we have completed those steps. We also added 15% for administrative, design and construction
engineering service costs. The total concept-level project costs presented include the estimated
construction cost plus the 20% contingency and the 15% administration, design and construction
costs. Other costs would apply if these projects are performed with financing mechanisms such
as special improvement districts.
3.2 COST SUMMARY
