Vice-chairman, Dodge called the meeting to order at 1:00 p.m. B. Approval of Minutes of February 13, 2014 meeting— Motion and vote Committee member Beeman motioned to approve the minutes as submitted. Committee member Starner seconded. Motion passed unanimously. C. Approval of Site Visit Minutes of February 19, 2014—Motion and vote Committee member Chandler moved to approve site visit minutes as submitted. Committee member Beeman seconded. Motion passed unanimously. D. Changes to the Agenda Received additional materials to review for the upcoming presentation. E. Authorized Absence—Chair, Bob Hawks Authorized. Public Comment— Vice-chair Dodge reported that at least 100 a-mails have been received, mostly in favor of the Bozeman Sports Park. G. Disclosures: ➢ TOP Program Manager, Jeff Graff, reported that he has had two calls from two potential applicants. Mr. Graff will be meeting with each group. One group wants to meet to discuss stream enhancement for Mandeville Creek and the other group is an ice hockey organization. Both are interested in the TOP Bond Fund and potential eligibility for their projects. ➢ Committee member Chandler disclosed that he has talked briefly with Chris Budeski and Tim Stefan about technical things of the soccer project. H. Public Hearing—Bozeman Sports Park i. Staff Presentation —3:53 Jeff Graff, TOP Program Manager, highlighted items from the TOPS Program Staff Report for Bozeman Sports Park dated 3/4/14. (attached) Chris Saunders, Policy and Planning Manager, reported that he had conversation with some of the engineers working on the project and the boundary line adjustment may be resolved fairly quickly. Because of right of ways only about 70 acres of the property would be useable for fields. The TD & H engineering report showed that the costs of bringing this parcel of land up to standards for the streets, water and sewer are listed at 4.3 million dollars for the improvements. This is a high end estimate. Total request for TOP Bond funds for the "low end" budget is $6,990,645. ii. Applicant Presentation—26:56 ➢ Allen May stated that this proposal is a culmination of 10 years of citizen interest in a sports park that the city has lacked. Objectives are to develop a multi use sports park that reflects the quality of our community and meets the growing needs of field sports organizations in our community and establishes Bozeman as a regionally attractive tournament destination. Communities connect through youth sports and activities. Bronken fields were developed 15 years ago for 300 players, now there are 3,000 players in organized lacrosse and soccer. A complex needs to be developed to handle this capacity. Have worked with GVLT regarding integrating sports parks into the trails system. ➢ 38:01 — Paul Rubright talked about the proposed site and why it was picked. Targeted northwest Bozeman because it gets the least amount of snow and gives the longest playing season possible. This site is adjacent to the City of Bozeman so could be annexed. There are great and senior water rights. Close to Bronken fields for additional fields for tournaments. An appraisal has been ordered that should be done in the next few weeks. Power line easement through the property. ➢ 40:45 — Tim Stefan, Architecture Landscaping business, has designed soccer fields. Will be losing several fields at MSU this summer. AYSO soccer, adult soccer, rugby and Avalanche Soccer Club are groups that are anticipated to use these fields. Field costs are estimations as no topographical survey information is available. Don't know quality of soil or amount of soil. Realistically fields could be used 6 to 7 months a year. Need about 2 % acres per field. Mr. Graff requested a revised, conceptual plan of the fields designed around the right of ways. ➢ 1:06:43 - Chris Naumann, President of Bozeman Lacrosse, presented an Economic Impact Analysis done by Rob Gilmore of the Northern Rocky Economic Development District. Two tournaments a year would bring in 6.2 to 2.5 million dollars per year to the community. ➢ 1:17:20 — Kristin Taylor stated that it is important to take seriously the maintenance and management of the facility. Field Sports Authority is a concept that would form a 501(c)3. Group would assist the city with expenses and be a partnership. Would like to see Bozeman Sports Park and Bronken fields under the same umbrella. ➢ 1:43:10 - Allen May talked about their timeline. Construction begins May 2015 and play begins August 2016. Chris Saunders felt the timeline was really aggressive. Group is flexible and realizes changes will come. Mr. Graff requested for the next meeting a breakdown of the timeframe projected for the fund raising for the half-million plus projection of in- kind and cash of the overall project. iii. Public Comment None I. Action Items: none J. Discussion i. TOPs Projects Funding Director Overton, stated that there is an uniqueness to some of these agreements. Ultimately these are city projects. Mr. Graf mentioned that real estate transactions would need to be approved by City Commission. A MOU would articulate several things that would need approval also. ii. TOPs Projects Updates *Path to the M—2:41:48 First meeting with federal representatives on April 2"d. Just initial conversation. One landowner does not wish to participate in the project. Looking at re-designing concepts at this point. -Bozeman Ponds Hoping to close sometime in March. Bozeman Ponds would be the first park to go through the new Park Master Planning Process. Story Mill Park Going to the Commission on March 24th. Waiting on majority and minority reports to assist with creating the resolution. Chair should represent the TOP committee at the City Commission. iii. TD& H Engineering Report -2:49:29 Report attached. iv. Setting date of next meeting. Scheduled on Friday, March 21, 2014 at 1:00 p.m. in the City Commission Room. K. FYI none L.
