HomeMy WebLinkAbout2014 Development Review Term Contract: Final ContractCITY OF BOZEMAN REQUEST FOR PROPOSALS FOR Development Review Term Contract March 2014 The City of Bozeman is soliciting proposals for planning and engineering services for the preliminary planning and engineering review for private development applications received by the Department of Community Development. Currently the City of Bozeman is experiencing a large upswing in private development. The consultant selected for this term contract would be expected to provide a completeness, preliminary review, and final review including preparation of a staff report for development projects. The work load is dictated by the amount of applications received, but is estimated to require eight to twenty hours per week by a qualified reviewers. The services to be provided include: 1. Preliminary planning and engineering completeness review for site plans, subdivisions, and other various private development applications received by the Department of Community Development. These items may include but are not limited to: a) Water/Sewer layout and design b) Potential conflicts with private and public utilities c) Stormwater design review d) Street layout and design e) Transportation facilities review f) Conformance with Bozeman Municipal Code Section 38 Article 19, Plan Review g) Conformance with Bozeman Municipal Code and Montana Code provisions for subdivisions 2. Review of technical engineering design reports, specifications, and drawings. 3. Provide review comments in a comprehensive report that can be conveyed to the applicant within two weeks.. 4. Provide a draft staff report within two weeks of Development Review Committee action on the application. Respondents will be evaluated according to the following factors:  The qualifications of professional personnel to be assigned to the project, and their understanding of the tasks outlined in the RFP.  Related experience on similar projects.  Capability to meet project time and budget requirements.  Location of firm in relation to project.  Present and projected workloads of personnel assigned to project, including a description of how the work will be managed and coordinated with others involved in the project.  Recent and current work for the City of Bozeman.  Familiarity and experience with the Bozeman Unified Development Code (UDC), City of Bozeman Engineering Design Standards, Montana Subdivision Act, and Federal/State engineering design standards. The selection of a firm to perform these services will be based on an evaluation of the written responses to the Request for Proposals. At the City’s discretion, applicants may be requested to interview with the City. The award will be made following contract negotiations to the most qualified respondent at a price which the City determines to be fair and reasonable, taking into account the estimated value of services to be rendered, as well as the scope, complexity and professional nature thereof. If the City is unable to negotiate a satisfactory contract with the firm initially selected at a price the City deems to be fair and reasonable, negotiations with that firm will be formally terminated and the City shall select another firm, in accordance with Section 18-8-204 MCA, and continue until an agreement is reached or the process is terminated. The City of Bozeman reserves the right to engage more than one firm to in order to ensure applications are processed in a timely manner and to address potential conflict of interest with submitting/reviewing firms. Copies of the RFP information are available at the City Engineering Office at 20 E. Olive. Three copies of the proposals must be submitted complete and contain the information required as stated in the “Request for Proposals” by 5 pm April 4, 2014. EOE/ADA. QUALIFICATIONS EVALUATION CRITERIA Respondents to requests for proposals shall be evaluated on the following criteria and the requirements of 18-8-201 et seq. MCA with the selection committee choosing, in its opinion, the most qualified firm to provide the services required for the proposed project. 30% -- The qualifications of professional personnel to be assigned to the project. 30% -- Related experience on similar projects; 10% -- Capability to meet project time requirements; 10% -- Location of firm in relation to project; 10% -- Present and projected workloads; and 10% -- Recent and current work for the City of Bozeman. The final selection will be made by a selection committee representing the City of Bozeman, and will be based on an evaluation of the written responses to the request for proposals. Award will be made, following contract negotiations, to the most qualified offer or at a price which the City determines to be fair and reasonable taking into account the estimated value of services to be rendered, as well as the scope, complexity, and professional nature thereof. If the City is unable to negotiate a satisfactory contract with the firm initially selected, at a price the city deems to be fair and reasonable, negotiations with that firm will be formally terminated and the agency shall select another firm, in accordance with 18-8-204 MCA, and continue until an agreement is reached or the process is terminated. All proposals must be submitted complete and contain the information required as stated in the "Request for Proposals."
