Motion to instruct the City Manager to prepare a budget for Fiscal Year 2015 that
funds the costs of the local government study commission, should it be approved by
the voters, pursuant to a mill levy outside the City’s statutory mill levy cap with a
final determination on levying such costs to be made as part of the normal budget
process.

Mr. Sullivan spoke regarding a formal ethics opinion he provided to Mayor Krauss on
this agenda item in which he did not find a conflict of interest on this matter. The
question was raised by several members of the public. The formal ethics opinion can be
found on the city website.

Ms. Andrus disclosed that she lives in the Alder Creek neighborhood but does not feel
she has a conflict of interest as she will be basing her decision on the review criteria.

findings presented in the staff report for application Z13268 and move to approve
the Zone Map Amendment with the identified contingencies.
