0:00:02—Chairman Wade called the meeting to order at 7:00pm and adjourned at 8:21pm.
0:00:10-Item #1—Approve December 13, 2013 meeting minutes:
• Boardmember Dodge:one change was requested
-remove Boardmember Parsons from the"present"category as he was not in attendance
Motion: Boardmember Cook motioned to approve the minutes.

Boardmember Dodge seconded the motion.
The motion passed unanimously.
0:00:39—Item #2—Public Comment Period, limit 3 minutes per speaker:
• Lloyd Sparks,ADA specialist with MT Independent Living Project
-want s to be aware of city meetings and be a resource for the community,also make sure of ADA
compliance
0:03:17—Item #3— Announcements:
• Boardmember statuses
o Chairman Wade and Boardmember Shanahan are reapplying for another term
• Reminders of board policies
o Chairman Wade: we must follow the open government law
-must publish the agenda before meetings
-if it's not on the agenda,the board cannot vote
-board can only take official positions at official board meetings
-must specify personal vs. board opinions
o this year the board will discuss: the aquatics center, parks improvement district,
Story Mill park, master planning for new parks
o if members miss more than three meetings in a year, the board can suggest that
member to resign
0:11:49—Item#4—TOP Committee Report-Sandy Dodge:
• Discussed master planning
o Bob Hawks has no interest in changing the criteria for TOP applications
-maybe the Parks& Recreation board could take on the community outreach aspect,
before the board gives approval to a TOP project
o would require a large amount of infrastructure: parking, streets
o expecting contributions from the soccer community for funding; City would likely make that
a requirement
• Boardmember Cook:
o has master plan subcommittee with Sandy Dodge
o subcommittee would have meetings to get public feedback
• Boardmember Shanahan:
o should it be required for TOP applications to have a master plan?
-Director Overton: currently applications present a conceptual master plan
• Boardmember Huber-McGee:
o is it the City's role to create or ask for master park plans?
o Boardmember Cook:there is already the Development Review Committee and this board
to review and create master plans

• there was an editorial published on December 17 in the Bozeman Daily Chronicle newspaper
criticizing the TOP committee on not approving any sports complexes
• Trust for Public Lands is presenting the Story Mill Park project to the TOP committee on January 16
• Boardmember Cook:
o TPL is doing a project presentation on January 10 at the Library&January 13 at Hope
Lutheran Church as well
o TPL wants the board's opinion on the project
o $2.6 million for the land
-requesting$4.5 million from TOP funds
o should the board request a project presentation at the February meeting?
-board thinks it is unnecessary, send an email with a link to the presentation instead
-could put a brief presentation on next month's agenda just in case
0:33:50—Item#5—Committee Reports: Subdivision Review-Sandy Dod'Re
• Partridge Downs
0 25 lots, on Durston between Hanson & Meagher
o have a .75 acre parkland requirement
o close to Valley Unit and Oak Springs Parks
o committee supports the Cash in Lieu option, have an opportunity to create a trail
connecting to Oak Springs Park
-owner would have to cut down a fence to make the trail run through
• Meadow Creek Phase 1
o already has a parkland dedication
o changing the master plan from multi-family to single-family units
-are not making the parks any smaller
• Flanders Mill
o developer sent plans to the subdivision review but no narrative,and did not send a
representative from the development
o in the pre-approval process for input, board didn't know enough yet to approve
o suggesting 24.5 acres of parkland, has water course setback in some which can't be
counted
o water course (irrigation ditch)will be relocated, will become a creek with trail
o committee wants the proposal submitted again to clarify plans
• Parks Superintendent White:
o could partner with development on infrastructure for the new athletic complex
• Commission Liaison Taylor:
o Flanders Mill is a "local"street so doesn't need bike lanes now. Find a way to create bike
lanes on streets, local streets will have to turn into collector-standard approved streets
0:48:30—Item #6—Parks Division Report-Suoerintendent White:
• working on a park improvement grant application, deadline of March 1
-$75,000 allocated for the program
-program designed for the parks already existing in the City
• could give$20,000 to the Bozeman Ponds Park project
0:50:34—Item #7—GVLT Report-Chairman Wade:

• GVLT has closed on the 12 acres ponds park land, is in process of selling 3 acres to HAVEN, and
hopes the City will buy the remaining land by March
0:51:12—Item #8—Parks& Recreation Department Report- Director Overton:
• Superintendent White is working on the new Lindley Park restrooms
• Jeff Graff has started as the TOP Manager
• working with Western Federal Lands on the path to the "M" project, site visit soon
• the Sports Park Committee meeting with City staff will happen next Monday,with Chris Naumann
(Lax), Bozeman Blitzz(soccer) and Bozeman Youth Soccer,Alan May(fundraiser)
-contract closes April 30, need money from TOP to actually pay for land
• Boardmember Huber-McGee: does the parks and recreation department have their own ideas on
project and land development,that could be presented to TOP committee?
o Superintendent White: we have a staff review aspect
o Commission Liaison Taylor: once the bond money dwindles,the parks& recreation
department will need to make suggestions on projects that haven't been considered yet
• the Parks& Recreation department budget will have to grow every year due to TOP projects
• Aquatics: doing site analysis(a few months worth), likely not going to the commission until March
• hoping to have updated Cash in Lieu policy by March,working with Chris Saunders from the
planning department and Sandy Dodge
• pursuing rail banking with MT Rail Link
-remove old rails, railroad won't"abandon" it, can use it in future if they want
-at Story Mill Spur trail, important area
1:17:05—Item#9—City Commissioner Perspective—Carson Taylor:
• commission repicking what committees they will be the liaison for
-cannot promise he will still be the liaison for this board
1:20:19—Item #13—FYI:
• Monica Rodriguez is the new member, hopes to be a city planner in future
