HomeMy WebLinkAboutApprove Resolution 4515 Dissolving the Community Alcohol Coalition_5 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Brunckhorst, Deputy City Clerk Stacy Ulmen CMC, City Clerk SUBJECT: Approve Resolution 4515, Dissolving the Community Alcohol Coalition MEETING DATE: March 3, 2014 MEETING TYPE: Consent RECOMMENDED MOTION: I move to approve Resolution 4515, dissolving the Community Alcohol Coalition. RECOMMENDATION: Dissolve the Community Alcohol Coalition and instead rely on the advice and recommendations of existing groups, committees and service organizations that are involved with alcohol and drug related issues within the community. BACKGROUND: In the spring of 2003 the City Commission formed an ongoing Community Alcohol Coalition (CAC) with Resolution 3611 based on the recommendation of a six month task force - the Bozeman Alcohol Policy Advisory Council (BAPAC). The Commission appointed Community Alcohol Coalition was tasked with advancing five policy recommendations from the BAPAC and to advice the Commission on other alcohol related policies and issues within the city. The top five policy recommendations made by the BAPAC were a keg registration policy, social host ordinance, an incentive based responsible beverage service training for employees who serve or sell alcohol, a safe neighborhood/party ordinance and mandatory responsible beverage service training for special events. Since its inception ten years ago, the volunteers on the Community Alcohol Coalition have accomplished many of the difficult tasks that were charged to them spending many hours researching, debating and advocating for best practices in these areas. They advocated for a state-wide keg registration policy that is now in place, helped establish special server training for private events and worked to establish open container laws downtown. They also made recommendations on the cities ‘café’ policy for outside seating, worked on alcohol issues regarding the Music on Main events and made recommendations regarding several alcohol related changes to the Bozeman Municipal Code including additions related to nuisance parties and underage drinking. 22 2 The City Commission and staff recognize that issues surrounding alcohol including the prevention of underage and high risk drinking behaviors continues to be a concern. They also recognize however that other resources and community efforts currently exist to examine and work towards solutions surrounding alcohol issues. Knowing that duplication of efforts is not efficient and recognizing that the Coalition has accomplished many of the top priorities of the original Bozeman Alcohol Policy Advisory Council, staff and the Community Alcohol Coalition Commission liaison Carson Taylor recommends the dissolution of the Coalition. Staff would also like to include non-alcohol related substance abuse issues when looking to outside resources for expertise rather than taking a narrow look at just alcohol related issues. Resources that can be consulted include the Presidential Commission on Substance Abuse Prevention - a two year group led by Montana State University Dean of Students Matthew Caires, the Missouri River Drug Task Force, Gallatin County DUI Task Force and the Good Neighbor Program and Alcohol and Drug Services of Gallatin County. Staff sent out an e-mail to community resources asking them for input on this change and to bring awareness that city staff and the Commission would like to be notified when city resources or action is recommended. Rick Gale, former CAC member and current member of the Gallatin County DUI Task Force said that the Community-Coalition on Drug Awareness (C-CODA) has been addressing these same issues as a community-based coalition that is providing resources and evidence-based strategies to reduce underage drinking, tobacco use and illegal drug use. They have also partnered with the Gallatin City-County Health Department to educate the community through awareness, acknowledgement and action. Rick Gale provided assurance that the coalition stands ready to serve the city of Bozeman Commission as a resource and to provide recommendations on alcohol and drug issues. Staff will continue to work with all these resources to compile a contact list to facilitate communication between the city and these resources. WHEREAS, the City Commission passed Resolution 3611 in August of 2003 creating the Community Alcohol Coalition (CAC) based on the recommendation of the Bozeman Alcohol Policy Advisory Council (BPAC), a temporary group that studied issues of underage alcohol consumption, high risk drinking behaviors and related issues; and WHEREAS, the purpose and scope of the CAC was to examine these issues further and to advance the top priorities of the BPAC and make recommendations to the City Commission as necessary; and WHEREAS, the Community Alcohol Coalition has served an important role in the last ten years and accomplished many of the top priorities of the BPAC including advocating for a state-wide keg registry that is now in place, helping to establish special server training for private events, working to establish open container laws downtown as well as other important recommendations to the City Commission that affected change to the cities café policy for outside seating and laws regarding nuisance parties and underage drinking; and WHEREAS, the City Commission continues to understand the importance of examining the issues for which the Community Alcohol Coalition was created; and WHEREAS, a number of groups in the community are actively meeting to examine these same issues and work on solutions to ongoing problems; and 24 Resolution 4515, Dissolving the Community Alcohol Coalition Page 2 of 2 WHEREAS, the City Commission acknowledges the efforts and resources for alcohol related issues throughout the community and has encouraged these groups and resources to make recommendations to the City Commission; WHEREAS, the City Commission and staff will solicit the recommendations of existing groups and resources for alcohol related issues whenever possible when related policy decisions need to be made and the City Clerk’s office will maintain a list of related groups for communication purposes. NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana that the Community Alcohol Coalition is hereby dissolved.
