Re: West Winds PUD Phase 3 Concurrent Construction, # P-06025A
Dear John:
Regarding the West Winds PUD Phase 3 Concurrent Construction Plan, the Planning Director hereby
grants approval contingent upon satisfactorily meeting the following conditions: 1. Concurrent Construction shall be limited to Lots 1 and 2, Block 2, West Winds PUD Phase 3
Subdivision.
2. All construction work within West Winds PUD Phase 3 Subdivision, including but not limited to subdivision infrastructure and site construction, shall be under the control of Cascade Development, Inc., as the subdivider, developer and general contractor.
3. All Financial Guarantees for any uncompleted or unaccepted improvements to a subdivision phase
of the West Winds PUD project shall be viable and unexpired prior to approval. P-05015, West Winds, First Security Bank, LOC #104, expired 10/13/06. P-06043, West Winds 2, First Security Bank, LOC #010600786, expires 07/20/07.
P-06025, West Winds 3, First Security Bank, LOC #010700127, expires 02/16/08.
4. An updated Concurrent Construction Agreement and Hold Harmless Agreement shall be executed
prior to approval.
5. The updated Hold Harmless Agreement and the Concurrent Construction Agreement shall be
recorded prior to issuance of any building permits.
6. All offsite and onsite infrastructure required for the West Winds Phase 3 PUD Subdivision in its entirety shall be installed and accepted prior to occupancy of any buildings, not just the
infrastructure within or adjacent to lots within West Winds PUD Phase 3 Subdivision.
The revised Concurrent Construction Agreement and Hold Harmless Agreement are attached for you to
execute and return for Planning Director’s signature. Please provide me with all of the required

documents as soon as possible. No building permits shall be issued until all conditions of approval are
fulfilled. A copy of the Planning Director’s approval is included for your records.
