Box 1230 Bozeman, Montana 59771-1230 phone 406-582-2260 fax 406-582-2263 planning@bozeman.net www.bozeman.net MEMORANDUM ____________________________________________________________________________________ TO: Design Review Board (DRB) FROM: Martin Knight, Planner I DATE: Consent Agenda for 07/11/07 DRB Meeting RE: The Ridge Addition Sketch Plan/COA, #Z-07143 ____________________________________________________________________________________ Property Location: The proposed addition is located on property located at 4181 Fallon Drive and legally described as Lot 1, The Ridge Subdivision, City of Bozeman, Gallatin County, Montana; in the SW ¼ of Section 10, T2S, R5E, City of Bozeman, Gallatin County, Montana. This property is zoned B-P (Business Park District) and is designated as “Business Park” on the Future Land Use Map of the Bozeman 2020 Community Plan. Please refer to the following map: Proposal: A Sketch Plan/COA application has been submitted that would permit a 9,000 square foot addition to the existing Ridge Athletic Club facility. The proposed addition will be using the same exterior finishes, materials, and colors as are found on the existing Athletic Club building. The proposed addition was included with the original review of the Ridge Subdivision & PUD applications. All aspects of this application are found to be in compliance with the Development Guidelines and all other applicable elements of the previously approved Ridge PUD #Z-06260. Page 2 The Ridge PUD, as approved by the City Commission on January 8th, 2007, included a DRB recommended condition of approval stating that “All future buildings and phases shall be reviewed by the Design Review Board (DRB) prior to Final Site Plan/Sketch Plan approval”. Thus, this application is required to be approved by the DRB prior to the Planning Departments approval. In reviewing minutes from the previous DRB review, it seems the rationale behind the inclusion of this condition was to ensure that all subsequent buildings in the PUD are both consistent with and unique to the development. Since elements of the design (materials, roof form, etc) are already established with the existing Athletic Club building, Planning Staff finds that DRB review of this addition to be un-necessary. Staff Recommendation Planning staff supports this proposal. Again, this item has been placed on the DRB’s consent agenda because of the PUD condition of approval requiring DRB review; nothing about the design of the subdivision or PUD will change as a result of this application. If the Board wishes to discuss this item, then a motion must be made to remove the item from consent for further discussion. The recommendations of the DRB will be forwarded to the Planning Director for his final decision. No modifications to the approved plans can be made without prior written approval from the Planning Office. Two copies of the approved and signed site plan have been forwarded to the Building Department to be attached to your application for Building Permits. Please be aware that all lots, with the exception of lot 1, must be approved as Sketch Plans by the Planning Department prior to the issuance of building permits. The Ridge PUD was approved for the installation of infrastructure concurrently with Building Permits in accordance with Section 18.74.030.C of the Unified Development Ordinance. Please keep in mind, until all infrastructure improvements are completed, only building permits for lots 1 and 3 will be permitted.
